Union Minister Jyotiraditya M. Scindia chaired a Parliamentary Consultative Committee meeting of the Ministry of Development of North‑Eastern Region (MDoNER) to review its flagship Unique Selling Proposition (USP) initiative. The Minister emphasized that the USP is state‑driven, with each North‑East state identifying one flagship product—currently seven missions such as the Kiwi Mission (Arunachal Pradesh) and Muga Silk Mission (Assam). MDoNER acts as an aggregator, coordinating central ministries, state governments, FPOs, industry and financial institutions to build market‑linked value chains, focusing on production, quality, processing, branding, logistics and export readiness. MPs suggested additional technical manpower, faster approvals and stronger inter‑ministerial coordination. The meeting reaffirmed the goal of creating globally competitive value chains aligned with the Prime Minister’s vision of an Aatmanirbir and globally competitive North East.

PARLIAMENT QUESTION: COMMUNITY-LED TREE PLANTATION DRIVES

6out of 10

The Ministry of Environment, Forest and Climate Change reports that the National Disaster Management Plan lists heat waves among 17 major hazards and assigns responsibilities to central ministries, state disaster authorities, district authorities and local bodies. The National Disaster Management Authority’s Guidelines (2016, revised 2019) enable heat‑prone states and UTs to prepare State, District and City Heat Action Plans, conduct vulnerability assessments for groups such as the elderly, children, outdoor workers and urban poor, and recommend urban heat‑mitigation measures like increasing green cover, cool roofs and preserving water bodies. Under schemes such as AMRUT, AMRUT 2.0, SSASCI, Nagar Van Yojana and community initiatives like Women SHGs under AMRUT Mitra and ‘Ek Ped Maa Ke Naam’, tree‑plantation drives are being undertaken to enhance urban greening and climate resilience.

ENSURING ADEQUATE PADESTRIAN INFRASTRUCTURE

6out of 10

The Ministry of Housing & Urban Affairs notes that under the Constitution’s 12th Schedule, municipal roads and pedestrian footpaths are state responsibilities, but the Centre supports them through model regulations and schemes. Key central initiatives include the National Urban Transport Policy (2006), Metro Rail Policy (2017), and Transit‑Oriented Development Policy (2017), along with the URDPFI Guidelines that mandate footpaths. The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) – launched in 2015 and its 2.0 version (2021) – has funded 346 Green Mobility projects creating roughly 474.34 km of walkways and cycle tracks, and facilitated tree‑planting (≈7.74 lakh trees). The Special Assistance to States for Capital Investment (SSASCI) scheme has promoted pedestrianisation, resulting in 22 streets (≈63.73 km) being pedestrianised across 10 states, and 39 TOD corridors notified in eight states. Additionally, the PM‑eBus Sewa Scheme has sanctioned 10,000 electric buses for over 100 cities to improve public‑transport connectivity.

The National Manuscript Survey launched in March 2026 reported more than 1.19 crore manuscripts, with over 8 lakh digitised and 3.90 lakh available on the Gyan Bharatam portal. Budget allocations have risen from ₹3.50 cr (2024‑25) to ₹60.00 cr (2026‑27), with actual expenditure of ₹4.48 cr in 2026‑27. A list of 47 onboarded centres across states is annexed, reflecting the mission’s expansive reach.

A high‑level roundtable organised by the Trust for Advancement of Agricultural Sciences (TAAS) with ICAR and the Federation of Seed Industry of India (FSII) brought together over 80 policymakers, scientists, regulators, industry leaders, economists and international experts to discuss reforms in India’s regulatory framework for genetically modified (GM) and genome‑edited (GE) crops. Participants highlighted that while India’s current multi‑tiered system—spanning the Environment (Protection) Act, Institutional Biosafety Committees, the Review Committee on Genetic Manipulation, the Genetic Engineering Appraisal Committee, FSSAI and other bodies—has strong biosafety experience, rapid advances such as CRISPR‑Cas and global regulatory shifts demand a more transparent, science‑based, time‑bound and risk‑proportionate approval process. The roundtable called for streamlined regulations to accelerate safe adoption of GM/GE crops for food‑security, climate‑resilience, productivity and farmer‑income gains, and will submit a consolidated policy document to the relevant ministries.
