At the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day on 3 August 2026, Defence Minister Shri Rajnath Singh stressed the need to deepen military‑civil integration within the Ministry of Defence. The Telecom Regulatory Authority of India (TRAI) has launched a revamped ‘TRAI MyCall’ mobile app that lets telecom consumers rate voice calls on a 1‑5 star scale and report specific issues such as call drops, echo, audio delay, and others. The feedback, along with relevant network parameters, is shared with Telecom Service Providers (TSPs) and TRAI in anonymised form, enabling targeted corrective actions and enhancing Quality of Service (QoS) and Quality of Experience (QoE). Features include automatic post‑call prompts, a rating‑history map, and a coverage test for signal strength. TRAI Chairman Shri Anil Kumar Lahoti highlighted the app’s role in fostering a consumer‑centric, transparent, data‑driven regulatory ecosystem.

The Gyan Bharatam Mission (GBM), announced in the Union Budget 2025‑26, is a Ministry of Culture initiative to digitise, document and preserve India’s manuscript heritage. It seeks to use advanced technology for large‑scale digitisation, conduct a nationwide survey and registration of manuscripts, create a National Digital Repository, and promote scholarly access through publications. The Standing Finance Committee has approved Rs 491.66 crore for 2025‑31. The National Manuscript Survey launched in March 2026 reported over 1.19 crore manuscripts, with more than 8 lakh digitised and 4.40 lakh available on the GBM portal. Institutional mechanisms involve Cluster and Independent Centres and state nodal authorities.

Union Minister of State Dr. Jitendra Singh praised the Central Vigilance Commission’s (CVC) institutional reforms, noting that disciplinary case pendency fell from over 4,000 to about 700 within three to four years. He highlighted the CVC’s technology‑driven initiatives such as the Vigilance Status Portal, revamped Vigilance Case Management System, and an online Complaint Management System, which together aim to digitise clearance proposals, enable real‑time monitoring and streamline complaint handling. The CVC also consolidated over 600 vigilance‑related circulars into nine Master Circulars, two Public Notices and an updated Vigilance Manual, and updated procurement guidelines in collaboration with the Department of Expenditure. These measures are presented as enhancing transparency, accountability and public confidence in governance.

A hybrid magneto‑rheometer, developed by scientists at IIT Patna with support from the Department of Science and Technology, can simultaneously measure rheological and tribological properties of nano‑iron‑powder based magnetorheological (MR) fluids in compression‑plus‑shear (mixed) mode, both with and without a magnetic field. The device generates a constant high‑magnitude magnetic field at low current and records behaviour under varied normal loads. This capability overcomes the existing limitation of conventional testing methods, which largely ignore the mixed‑mode operation of MR fluids. The improved characterisation is relevant for adaptive technologies such as brakes, clutches, shock absorbers, actuators, and medical devices, and for sectors including defence, aerospace, and automation.

The Ministry of Skill Development and Entrepreneurship (MSDE), under the Skill India Mission, is delivering skill, re‑skill and up‑skill training for healthcare professionals through schemes such as PMKVY, NAPS, JSS and CTS. PMKVY 4.0 lists specific healthcare job roles and the Ministry has launched a Multi‑Skilled Caregivers programme to skill 1.5 lakh caregivers (1.3 lakh via MSDE) as per the Union Budget 2026‑27. Since 2023‑24, over 1.2 lakh candidates have been trained under PMKVY, with additional trainees under NAPS, JSS and CTS, including 2,361 in Kerala. MSDE has also set up seven Skill India International Centres and facilitates overseas placements for healthcare workers through programmes like Japan’s TITP and Israel’s G2G caregiver scheme.

Union Minister Jyotiraditya Scindia, together with Madhya Pradesh Chief Minister Mohan Yadav, will convene a Telecom Manufacturing Zone (TMZ) Investors Meet in Mumbai on 4 August 2026. The meet follows the launch of India’s first TMZ in Gwalior, formalised by an MoU between the Department of Telecommunications and the Madhya Pradesh government on 30 July 2026. At the inaugural round‑table, investment commitments of ₹3,500 crore were secured, with the total projected investment expected to exceed ₹10,000 crore and generate about 14,000 jobs. On 3 August 2026, President Droupadi Murmu inaugurated the Jagadguru Kripalu University in Cuttack, Odisha. In her address she highlighted Odisha’s historic contribution to culture, public service and spirituality, and linked the new institution to the nation’s goal of building a ‘Viksit Bharat’ by 2047. She urged universities to provide value‑based education, foster research, innovation and entrepreneurship, and to integrate India’s ancient cultural and spiritual traditions with modern knowledge. The President emphasized that India’s young demographic is a key asset and that higher‑education institutions must shape skilled, ethically grounded citizens for societal progress.

The Telecom Regulatory Authority of India (TRAI) released results of an Independent Drive Test (IDT) carried out in Haridwar and Rishikesh (UP West LSA) from 29 June to 1 July 2026. The test covered 292.3 km of city drive, 7 hotspot locations and 1.4 km of walk tests. Key QoS parameters measured were coverage gap, dropped calls, call‑silence instances, and data throughput. Coverage gaps (samples with signal < ‑110 dBm for 5G/4G) were 1534/50508 for Airtel, 3920/49983 for BSNL, 2699/50069 for RJIL and 952/50338 for VIL. Dropped‑call ratios were 10/430 (Airtel), 13/426 (BSNL), 2/453 (RJIL) and 0/451 (VIL). Call‑silence instances (>3 s) were 9/414 (Airtel), 21/408 (BSNL), 18/435 (RJIL) and 12/451 (VIL). Average download speeds recorded were 128.99 Mbps (Airtel‑5G), 7.96 Mbps (BSNL‑4G), 205.57 Mbps (RJIL‑5G) and 58.46 Mbps (VIL‑5G); average upload speeds were 24.54 Mbps (Airtel), 4.11 Mbps (BSNL), 23.21 Mbps (RJIL) and 14.79 Mbps (VIL). The findings were shared with the service providers for corrective action and are available on the TRAI website.

The Ministry of Environment, Forest and Climate Change reports that forest‑dependent communities are engaged in conservation through Joint Forest Management Committees and Eco‑Development Committees, supported by the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. The Ministry provides technical and financial assistance to states under schemes such as the National Mission for a Green India (GIM), CAMPA, Nagar Van Yojana, and MISHTI. The National Action Plan on Forest Fires, 2018, and the centrally‑sponsored ‘Forest Fire Prevention and Management’ scheme aim to curb forest fires. According to the India State of Forest Report 2023, forest and tree cover has risen to 8,27,356.95 sq km (25.17% of the country) with 1,134 protected areas, 58 tiger reserves and 33 elephant reserves.

The Pradhan Mantri Shram Yogi Maandhan (PM‑SYM), launched in February 2019, is a voluntary, contributory pension scheme for unorganised workers aged 18‑40 whose monthly income is ≤₹15,000 and who are not covered by EPFO, ESIC, NPS or income‑tax. Beneficiaries contribute ₹55‑₹200 per month, with the Central Government matching 50 % of the contribution. Enrolment is through about 4 lakh Common Service Centres or via www.maandhan.in. As of 29 July 2026, over 54 lakh beneficiaries (women 53.1 %) have enrolled, and the government’s matching contribution totals ₹2,011.01 crore. Pension of ₹3,000 per month will commence after beneficiaries turn 60, with disbursement not before February 2039. The government has taken eight measures to improve retention and awareness, including periodic state reviews, incentives to CSCs, new digital features, extended revival periods, e‑Shram integration, SMS campaigns, outreach to chief secretaries, and a nationwide registration drive.

The Council of Scientific and Industrial Research – Central Road Research Institute (CSIR‑CRRI) flagged off an Indigenous Network Survey Vehicle (NSV) in New Delhi. The NSV, equipped with high‑speed laser profiling, UHD imaging, GPS/GNSS and AI‑enabled analytics, will conduct condition assessments of urban roads across Delhi NCR. The vehicle’s data will feed the project “Implementation of the Standard Framework for Paving and Greening of Urban Roads in Delhi NCR,” a collaboration between CSIR‑CRRI and the Delhi PWD under a MoA, aligned with the Commission for Air Quality Management (CAQM) framework to curb dust pollution and improve road asset management.

The fourth edition of the Tri‑Services Future Warfare Course was inaugurated on 3 August 2026 at the Manekshaw Centre, New Delhi, with Chief of the Defence Staff General N.S. Raja Subramani delivering the keynote. The CDS underscored the evolving character of warfare, highlighting the growing impact of artificial intelligence, cyber capabilities, autonomous systems, information warfare, space technologies and data‑driven decision‑making. He called for enhanced jointness and collaboration among the Armed Forces, industry, academia and research institutions to anticipate future security challenges. The four‑week course, organized by the Headquarters Integrated Defence Staff, will involve officers from the three Services and representatives from government, industry, academia and strategic bodies to discuss geopolitics, emerging technologies, multi‑domain operations and scenario‑building.

The PIB release notes that the dropout rate fell from 2.3% to 1.8% at the preparatory level, 3.5% to 3.6% at the middle level, and 8.2% to 7.0% at the secondary level between 2024‑25 and 2025‑26, as per UDISE+. Under centrally‑sponsored schemes such as Samagra Shiksha, STARS and PM‑SHRI, states receive financial assistance to augment school infrastructure (classrooms, toilets, water, electricity, libraries, ICT and digital classrooms). The Ministry of Education reports that the University Grants Commission (UGC) has issued 16 Letters of Intent to 15 foreign higher‑educational institutions (FHEIs) from Australia, Italy, the United Kingdom and the United States to set up branch campuses in Indian cities such as Bengaluru, Greater No Noida, Gurugram, Mumbai and Chennai. The proposed programmes include business, economics, accounting, finance, software engineering, data science, artificial intelligence, cybersecurity, game design, entrepreneurship, innovation and biomedical sciences. UGC has created a single‑window clearance system and a high‑powered Standing Committee to evaluate proposals, limiting eligibility to universities ranked in the global top 500 and requiring recent accreditation reports. Qualifications awarded will be treated as equivalent to Indian degrees. A Facilitation Committee for FHEIs, constituted on 16 December 2025, will assist and monitor the campuses after the LoI is handed over. The Ministry of Education notes that the PM POSHAN Scheme, implemented jointly with State Governments and Union Territories, provides one hot cooked meal daily to children in Bal Vatika and classes I‑VIII of government and aided schools. The scheme prescribes per‑child daily nutrition norms – 450 kcal and 12 g protein for primary classes, and 700 kcal and 20 g protein for upper‑primary classes – along with specific food‑grain, pulse, vegetable, oil and salt quantities. States/UTs may tailor menus to local conditions and procure locally grown millets, vegetables, etc. Additionally, 5 % of the recurring budget is earmarked as a flexi component for School Nutrition Gardens and supplementary nutrition interventions, as stated by MoS Education Shri Jayant Chaudhary in the Lok Sabha.

The Ministry of Education notes that the Supreme Court, in its judgment dated 01‑09‑2025, affirmed that the Teacher Eligibility Test (TET) is a minimum qualification under Section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, and is mandatory for appointments in schools covered by the Act. The Court later extended the deadline for acquiring TET qualification from 31‑08‑2027 to 31‑08‑2028 in its judgment dated 29‑05‑2026. The same judgment directed that appropriate governments conduct TET periodically, preferably twice a year with a six‑month gap, to give eligible teachers reasonable opportunity to meet the requirement. The Ministry of Parliamentary Affairs launched an upgraded version of the National Youth Parliament Scheme (NYPS) web portal, NYPS 2.0, on 11 September 2024. Unlike the earlier portal, NYPS 2.0 is open to all educational institutions, groups and citizens across India. Between its launch and 21 July 2026, the portal recorded registrations from institutions, groups and individuals in each state and Union Territory, e.g., 104 institutional, 65 group and 2,139 individual registrations in Bihar; 620 institutional, 88 group and 13,404 individual registrations in Madhya Pradesh; and 179 institutional, 41 group and 3,204 individual registrations in Delhi. Vice Admiral Manish Chadha, AVSM, VSM, assumed charge as Director General Naval Operations on 3 August 2026. He was commissioned into the Indian Navy on 1 July 1991, is a Communication and Electronic Warfare specialist, and has completed the Defence Services Staff College and the Higher Command Course at the National Defence University, Washington. Over a 35‑year career he has commanded Coast Guard and naval ships, served as Naval Attaché in Moscow, led key projects on VLF and satellite communications, and held senior appointments including Flag Officer Commanding Gujarat and Maharashtra Naval Areas, Assistant Chief of Personnel, and Commandant of the Indian Naval Academy. He received the Ati Vishisht Seva Medal (2025) and Vishisht Seiva Medal (2017).

In the meeting, Scindia praised her achievement and discussed the development of a comprehensive sports ecosystem in the North‑Eastern Region (NER).
