The Department-related Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, headed by Shri Mukul Wasnik, presented its 382nd Report on 'Reforms and Strengthening of the National Testing Agency (NTA)' to the Rajya Sabha on October 9, 2026. The report examines public examinations conducted by the NTA—such as JEE-Mains, NEET-UG, UGC-NET, and CUET—and highlights systemic issues including manpower shortages, paper security, reliance on private centers, and coaching culture. Union Minister for Communications Shri Jyotiraditya M. Scindia inaugurated the "AI for Good Lab Workshop: From Strategy to Impact" at the India Mobile Congress 2026, organized by the Department of Telecommunications and the International Telecommunication Union (ITU). India is serving as one of ten pilot countries partnering with the ITU to bridge the gap between AI strategy and impact across the Global South. The workshop introduced an AI for Good Lab framework built on three pillars: AI Readiness and Policy, AI Skills Development, and Public AI Infrastructure. The National SC-ST Hub (NSSH), launched on 18 October 2016 and implemented through the National Small Industries Corporation (NSIC), provides focused support to Scheduled Caste (SC) and Scheduled Tribe (ST) owned Micro, Small and Medium Enterprises (MSMEs). The scheme addresses key enterprise barriers through finance, technology, training, mentoring, and market linkages, connecting SC/ST-owned MSEs with public procurement opportunities. As of 31 July 2026, NSSH has assisted 1,90,414 beneficiaries and trained 54,499 candidates, with procurement from SC/ST-owned MSEs increasing to ₹4,013.42 crore in 2025-26. Key interventions include the Special Credit Linked Capital Subsidy Scheme (SCLCSS), Single Point Registration Scheme (SPRS), Special Marketing Assistance Scheme (SMAS), and various reimbursement schemes for bank loans, testing fees, bank guarantees, and e-commerce portal memberships.

At the Pre-COP31 meeting in Fiji, Union Environment Minister Shri Bhupender Yadav called for flexibility, pragmatism, and mutual respect among Parties to secure balanced and ambitious outcomes at the upcoming UNFCCC COP31 in Antalya, Türkiye. Union Minister Shri Ashwini Vaishnaw launched the World Bank Group’s 'World Development Report 2026: The Promise of Artificial Intelligence' in New Delhi, hosted jointly by the IndiaAI Mission, MeitY, and the World Bank Group. Union Minister of State for Communications Dr Chandra Sekhar Pemmasani highlighted India's telecom achievements and outlined future priorities at the CTO Round Table during IMC 2026. He noted India's progress in expanding 5G, 4G saturation projects, indigenous 4G stacks, and notifying rules under the Telecommunications Act, 2023. India is emerging as a competitive player in digital manufacturing through Additive Manufacturing (AM), or 3D printing, guided by the National Strategy for Additive Manufacturing (NSAM) introduced by MeitY in February 2022. The strategy aims to capture 5% of the global AM market, add nearly US$1 billion to India's GDP, and nurture start-ups and skilled workers. Progress under NSAM includes training over 1,54,000 individuals, supporting 56 start-ups, and developing 65 India-specific technologies. The framework is now advancing into its NSAM 2.0 phase to accelerate IPR generation, commercialization, and defense applications. Key sectors like space, aerospace, defense, healthcare, electronics, and construction are increasingly adopting AM technologies to foster self-reliance under Atmanirbhar Bharat and Viksit Bharat.

The Ministry of Statistics and Programme Implementation (MoSPI) has released the document titled 'Strategy for Environmental Economic Accounts in India 2026-2030'. This document builds upon the earlier 'Strategy for Environmental-Economic Accounts in India 2022–2026' and outlines a roadmap to cover new subjects or enhance the scope of existing areas such as forests, minerals, soil resources, land, water, carbon stock, biodiversity, and environment statistics. Informed by the System of Environmental-Economic Accounting (SEEA) and the report of 'Green National Account in India A Framework', the strategy aims to address data gaps, expand coverage, strengthen the statistical and accounting ecosystem, and provide a guiding framework for States and Union Territories.

The fourth UK-India Financial Markets Dialogue (FMD) was held in London on 29 September 2026, led by senior officials from the Ministry of Finance, Government of India, and HM Treasury, alongside regulatory authorities from both nations. The Ministry of Rural Development has notified the Schedule of Permissible Works under the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB–G RAM G] Act, 2025, listing 375 permissible works. This represents a 41 percent expansion over the previous framework. The Union Cabinet has approved the Government of India’s commitment of Rs. 10,000 crore to establish the SME Growth Fund (SGF). The fund aims to provide direct equity investments and growth-oriented capital to Small and Medium Enterprises (SMEs) to help them scale up and emerge as champion enterprises across manufacturing, services, technology, innovation-driven sectors, and strategic value chains. The initiative addresses a structural gap in long-term risk capital for growth-stage SMEs, with a majority allocation directed toward manufacturing-focused enterprises and consideration for SMEs in Tier II and Tier III city industrial clusters.

The Union Cabinet has approved the Government of India’s commitment of Rs. 10,000 crore to establish the SME Growth Fund (SGF) for direct equity investments in Small and Medium Enterprises. The initiative aims to provide patient growth equity capital to high-potential SMEs to bridge the structural gap in equity growth capital for enterprises seeking to scale, adopt advanced technologies, expand internationally, and transform into industry leaders. The fund will direct majority allocation toward small and medium manufacturing-focused enterprises, including those in industrial clusters in Tier II and Tier III cities, supporting balanced regional development and employment generation.

India's National Telemedicine Service, eSanjeevani, crossed 50 crore teleconsultations across all 36 States and Union Territories on September 15, 2026. Developed by C-DAC, the platform supports over 1.42 lakh Ayushman Arogya Mandir spokes, 19,473 medical hubs, and 901 online OPDs, with availability in 15 languages. Women accounted for 57.14% of the utilisation, and 40.15% of consultations were availed by citizens aged 46 years and above. Recent enhancements include the integration of an AI-powered Clinical Decision Support System and ERSS-112, alongside expansion into specialist OPD consultations through premier government medical institutions like AIIMS.

The Union Cabinet approved the establishment of a Special Purpose Vehicle named the Integrated Transport & Logistics Authority (ITLA) to address challenges from fragmented planning across transport ministries and agencies. ITLA will serve as the national apex institution for integrated transport and logistics planning, research, project appraisal, monitoring, and data analytics. Its roles include preparing a long-term National Transport Master Plan, evaluating short-term sectoral plans, technically appraising infrastructure projects costing Rs. 500 crore or more, monitoring project implementation, building a unified National Transport Data Repository, advising on the review of the National Logistics Policy (2022), promoting research, and supporting capacity building.

ITLA will serve as a national apex institution to address fragmented planning across transport ministries by fostering multi-modal integration, research, project appraisal, monitoring, and impact assessment. Its responsibilities include preparing a 10-year National Transport Master Plan, evaluating sectoral plans, conducting technical appraisals and monitoring of infrastructure projects costing Rs. 500 crore or more, building a unified National Transport Data Repository (NTDR), advising on the National Logistics Policy (2022), and promoting research, skilling, and innovations in the logistics sector.
