The 136th meeting of the Enforcement Task Force (ETF) of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) was held on 31 July 2026 to review enforcement actions for the period 14‑24 July 2026. The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the ‘Samudra Manthan’ National Offshore Exploration Scheme as a Central Sector Scheme of the Ministry of Petroleum & Natural Gas with a Phase‑I outlay of ₹84,084 crore for implementation up to FY 2030‑31. The scheme aims to de‑risk offshore drilling by providing up to 50 % financial support for deep‑water wells, acquire modern seismic data (₹28,534 crore), drill 60 wells (₹43,200 crore), develop common offshore infrastructure (₹10,000 crore) and set up Oil & Gas Manufacturing and Services Zones (₹2,000 crore). It targets raising domestic oil‑gas production from about 62 MMTOE to 80 MMTOE annually and cutting crude‑oil imports by roughly ₹1 lakh crore per year, thereby enhancing energy security.

The Pradhan Mantri Viksit Bharat Rojgar Yojana (PM‑VBRY), announced in August 2025, is a two‑year scheme (1 Aug 2025 – 31 Jul 2027) with an outlay of ₹99,446 crore. It aims to generate formal employment for over 3.5 crore people, including 1.92 crore first‑time employees, by providing a two‑part incentive: a one‑time EPF‑wage incentive (capped at ₹15,000) for first‑time workers earning ≤ ₹1 lac/month, paid in two instalments after six and twelve months of service, and an employer incentive of up to ₹3,000 per month per eligible employee for two years (extended to years 3‑4 for manufacturing). In its first year, the scheme has added 72 lakh first‑time workers to the formal sector, with nearly 30 % women, and over 15 lakh beneficiaries have received incentives. Implementation is digital, using EPFO‑linked platforms, Aadhaar‑based authentication, UAN face‑auth on the UMANG app, and DBT to Aadhaar‑linked bank accounts.

The Ministry of Textiles will observe the 12th National Handloom Day on 7 August 2026 with a national function at the Rashtrapati Bhavan Cultural Centre, New Delhi. President Smt. Droupadi Murmu will be the Chief Guest, joined by Union Minister Shri Giriraj Singh, Union Minister of State Shri Pabitra Margherita, Secretary (Textiles) Smt. Neelam Shami Rao and Development Commissioner (Handlooms) Dr. M. Beena. The First Session of the India‑Rwanda Joint Trade Committee (JTC) was held in New Delhi on 30‑31 July 2026, establishing a permanent, structured apex mechanism to review bilateral commerce, diversify the trade basket and expand two‑way investment. India’s principal exports to Rwanda include pharmaceuticals, two‑ and three‑wheelers and machinery, while Rwanda supplies lead, spices, minerals and precious stones. India accounts for about 24.5 % of Rwanda’s pharmaceutical imports, and Rwanda ranks as India’s second‑largest foreign investor as of 2025. Both sides identified priority sectors such as critical minerals, healthcare, digital technologies and highlighted Rwanda’s strategic location as a gateway to the EAC, COMESA and AfCFTA.

Vice Admiral AN Pramod, AVSM, YSM, assumed charge as Deputy Chief of Naval Staff on 1 August 2026. A 1990‑commissioned officer and alumnus of the 38th Integrated Cadet Course, he is a CAT ‘A’ Sea King Air Operations Officer and a Communication and Electronic Warfare Specialist. Over a 36‑year career he has commanded INS Rajput, INS Abhay, INS Shardul and INS Satpura, served as Fleet Operations Officer during Operation Snow Leopard, and held senior staff roles including Director General Naval Operations (Dec 2023‑Jul 2026) overseeing Operation Sindoor and maritime security amid the West Asia crisis. Coal India Limited (CIL), under the Ministry of Coal, has upgraded its post‑retirement welfare framework for over 4.5 lakh retired employees. In partnership with the Coal Mines Provident Fund Organisation (CMPFO), CIL accelerated digital pension administration through the C‑CARES portal, cutting average claim settlement time from 30 days to 10 days and enabling same‑day issuance of Pension Payment Orders and settlement of CMPF dues. The minimum pension under the Coal Mines Pension Scheme was raised to ₹1,000 per month for about 40,000 pensioners. Around 1.13 lakh retirees are covered by the Contributory Post‑Retirement Medicare Scheme, accessing cashless treatment at 532 empanelled hospitals with coverage up to ₹25 lakh (executives) and ₹8 lakh (non‑executives). PF disbursement rose 19.5% to ₹13,608.8 crore and pension disbursement 22.9% to ₹6,427 crore in FY 2025‑26.

Union Minister Manohar Lal, Housing and Urban Affairs, inspected the Bhalswa Dumpsite on 1 August 2026. Indian Railways has approved a new daily Express train (Train No. 15087/15088) linking Chhatrapati Shivaji Maharaj Terminus in Mumbai with Sawantwadi Road, covering a 510‑km stretch of the Konkan corridor. Union Home Minister Shri Amit Shah approved an advance release of ₹2,117.85 crore from the Central share of the State Disaster Response Fund (SDRF) for flood‑affected states during the 2026 southwest monsoon. The National Highways Authority of India (NHAI) has launched a Multi-Lane Free Flow (MLFF) tolling system at Shahjahanpur Toll Plaza on the Delhi‑Jaipur stretch of NH‑48 in Rajasthan. This is the third toll plaza on the corridor to adopt MLFF, enabling vehicles to pass without stopping by integrating Automatic Number Plate Recognition (ANPR) with FASTag-based electronic toll collection. The system aims to provide barrier‑free travel, reduce waiting time, improve fuel efficiency and lower vehicular emissions, while enhancing transparency and lowering operational costs. The Venture Capital Fund for Scheduled Castes (VCF‑SC), administered by the Ministry of Social Justice & Empowerment, provided ₹4.98 crore in 2018 to Smart‑Waves Technologies Private Limited, a Hyderabad‑based electronics manufacturing firm founded by SC entrepreneur Mr Mallikharjuna Rao Yelisela. The fund’s equity and convertible debenture support enabled the company to set up an advanced EMS unit, procure specialised equipment, and expand into defence, aerospace, industrial, automotive and EV sectors. The enterprise now employs 128 people (40 SC and 88 non‑SC), with women constituting over 50 % of the workforce, has assets of ₹8.41 crore, annual revenue of ₹18.87 crore and net worth of ₹22 crore, and supplies to HAL, BEL, ISRO and other defence clients.

Smartgreen Aquaculture Private Limited, founded by Scheduled Caste entrepreneur Aditya Rithvik Narra in Ranga Reddy District, Telangana, has set up India’s first advanced Recirculatory Aquaculture System (RAS) facility for rainbow trout. The venture, backed by a ₹15 crore grant from the Venture Capital Fund for Scheduled Castes (VCF‑SC) in 2022, boasts a water‑circulation capacity of 36 lakh litres and an annual production capacity of 360 tonnes. The project has generated 25 jobs, created assets worth ₹40 crore, and achieved a net worth of ₹8 crore, while promoting sustainable aquaculture practices and inclusive entrepreneurship.

Rear Admiral Vidhyadhar Harke, VSM assumed command of the Maharashtra Naval Area on 31 July 2026, succeeding Rear Admiral Shantanu Jha, NM. Commissioned in 1993, he is an alumnus of the National Defence Academy, Defence Services Staff College and Naval War College, and has commanded INS Jalashwa and the indigenous aircraft carrier INS Vikrant. Previously, he served as Chief Staff Officer (Operations) at Western Naval Command and as Flag Officer Sea Training in Southern Naval Command. As the Flag Officer Commanding Maharashtra Naval Area under Western Naval Command, he will oversee local naval defence operations, infrastructure projects, community outreach, and coastal security in coordination with the Indian Coast Guard and state authorities.
