The National Statistics Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has invited public comments on proposed changes to the Periodic Labour Force Survey (PLFS) sampling design, schedules, and estimation procedures set to take effect in January 2027. The modifications introduce a separate Second Stage Stratum (SSS) to better capture digital platform workers, an updated sampling frame accounting for recent urbanisation and administrative boundary changes, and transitional arrangements for the first three months of 2027. The bilateral naval exercise INDRA 2026 between the Indian Navy and the Russian Federation Navy concluded with the departure of Indian Naval Ship Sahyadri from Vladivostok on October 20, 2026. The exercise was conducted in two phases, Harbour and Sea. India has officially entered the development phase of the National Plan of Action (NPOA) for inland small-scale fisheries, under the framework of the UN Food and Agriculture Organization (FAO). Scientists from the Aryabhatta Research Institute of Observational Sciences (ARIES), alongside international and domestic academic partners, have uncovered how black hole spin impacts the flickering of light, or quasi-periodic oscillations (QPOs), in X-rays emitted from matter around black holes. Utilizing computer simulations that account for relativistic fluid dynamics and internal viscosity, the study demonstrated that rapidly spinning black holes pull accretion shocks closer, producing a wide range of high-frequency oscillations up to over 100 Hz. Conversely, slowly spinning black holes push shocks outward, resulting in low-frequency QPOs.

A high-level team led by the Chairperson of the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) visited Ropar, Hoshiyarpur, and Amritsar in Punjab to review paddy stubble management measures during the ongoing harvesting season. The team inspected thermal power plants, Compressed Biogas (CBG) plants, Krishi Vigyan Kendra (KVK) facilities, farm fields, and biomass plants to evaluate in-situ and ex-situ management strategies. The Department of Commerce and EEPC India organized a Chintan Shivir to formulate strategies aimed at achieving US$250 billion in engineering exports by 2030, with suggestions to revisit this ambition up to US$300 billion.
