The Government of India has introduced the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, establishing a Concessional Local Pass for eligible non-commercial vehicle owners residing within 20 km of a National Highway fee plaza. Effective November 1, 2026, the annual fee is set at Rs. 1,500 for fee plazas outside municipal limits and Rs. 3,000 for those within municipal limits. Eligible residents with a valid and functional FASTag can choose this pass for a specific fee plaza, though exclusions apply for closed user-fee systems and routes with alternative service roads. Passes will be available at toll plazas starting November 1, 2026, and through the Rajmargyatra App starting December 1, 2026.

ICAR-Krishi Vigyan Kendra (KVK) Goa, alongside ICAR-CCARI and collaborative agencies, organized a 'Khet Bachao Abhiyan-cum-Field Day' focusing on nutri-hormonal therapy for managing repeat breeding in dairy cows at Ibrampur village, Pernem. The event highlighted soil health preservation, soil-test-based fertilizer application, integrated crop-livestock farming, and organic manure utilization such as vermicompost. Officials detailed an ICAR-CCARI-recommended nutri-hormonal therapy achieving conception rates of approximately 66% in crossbred cows. Eastern Coalfields Limited (ECL), a subsidiary of Coal India Limited under the Ministry of Coal, reported its progress under Special Campaign 6 for the period of October 2–25. According to the report, ECL surpassed several targets, achieving 107 per cent of its site cleanliness target by completing 32 sites, reclaiming approximately 3.98 lakh square feet of space (192% of its area target), and generating Rs 2.3 crore through the disposal of 466 metric tonnes of scrap. The Technology Development Board (TDB) under the Department of Science & Technology (DST) has signed an agreement with M/s Manastu Space Technologies Private Limited to provide financial support of ₹116 crore under the Research Development and Innovation (RDI) Fund. The total project cost is ₹277.63 crore, and the funding will be disbursed through Optionally Convertible Debt (OCD). The project focuses on developing a scalable, integrated green propulsion system for satellites and launch vehicles utilizing a hydrogen peroxide-based green propellant with additives. The Ministry of Road Transport and Highways (MoRTH) has notified amendments to the Central Motor Vehicles Rules, 1989, to facilitate the adoption and emission certification of E85 and E100 flex fuel vehicles. The rules include E100 alongside E85 and update biodiesel-related provisions and technical corrections. Flex fuel vehicles are designed to operate on a range of ethanol and petrol blends using a single fuel tank, with engine controls adjusting automatically to fuel composition. The notification clarifies that E85/E100 is meant exclusively for specially certified vehicles and does not mandate existing vehicle owners to switch or modify their vehicles.

Union Minister of Health and Family Welfare Shri J.P. Nadda launched a capacity-building training programme for medical and allied healthcare professionals engaged in drug de-addiction services. The initiative, aligned with the Vision Document on Narcotic Control: 2026–2029, aims to train 10,000 service providers by March 2029 to achieve a 'Nasha Mukt Bharat'. Implemented through six central institutions under the Drug De-Addiction Programme (DDAP) — coordinated by NDDTC, AIIMS, New Delhi — the programme uses a blended learning model consisting of online live sessions, self-paced modules, and offline training. During the event, the second edition of the manual 'Substance Use Disorder: Manual for Physicians (Management of Addictive Disorders)' was also released.
