Union Environment Minister graces Haryana’s 77th Van Mahotsav celebrations at Manesar; plants a sapling on the occasion

The reference highlighted the movement’s “Do or Die” call, the severe repression faced by participants, and their role in accelerating India’s independence achieved in 1947. The Chairman urged members to observe a moment of silence in tribute to the martyrs, emphasizing the enduring values of patriotism, unity, sacrifice and dedication to nation‑building.
National Handloom Day 2026
National Handloom Day, observed on 7 August, marks the celebration of India’s weaving heritage and the contribution of 35.22 lakh handloom weavers and allied workers, over 72 % of whom are women. The Fourth All‑India Handloom Census (2019‑20) recorded 28.20 lakh looms, 90 % of which are in rural areas. Government support is channelled through the National Handloom Development Programme (NHDP) and the Raw Material Supply Scheme, with budget allocations of ₹205 crore and ₹200 crore respectively for 2026‑27, and schemes such as the Small Cluster Development Programme, Handloom Marketing Assistance, and concessional Weaver MUDRA loans. Handloom exports reached approximately ₹1,330.96 crore in 2025‑26, with major destinations including the UAE and the United States. Recent GST reforms reduced the tax rate on 36 handicraft items from 12 % to 5 %, further easing costs for the sector.
IndiaAI Mission Organised AIKosh University Engagement Programme at Chitkara University to Strengthen India's AI Talent Ecosystem
The Ministry of Electronics & Information Technology’s IndiaAI Mission organised the AIKosh University Engagement Programme at Chitkara University on 6 August 2026. The event, part of the Mission approved in March 2024, aimed to raise AI awareness, democratise access to AI resources and equip students with tools to join India’s growing AI ecosystem. Over 250 students attended expert sessions and hands‑on activities introducing them to AIKosh – India’s unified data platform that currently hosts more than 14,000 datasets, 300 AI models and 30 toolkits. Participants explored the AIKosh Model Context Protocol and SDK, and were encouraged to contribute datasets and develop proof‑of‑concept AI applications for public‑good use cases.
Consultative Committee of Ministry of Coal Discusses Commercial Coal Mining Reforms and Leveraging Private Sector Participation
The Consultative Committee of MPs attached to the Ministry of Coal met on 6 August 2026, chaired by Union Coal Minister G Kishan Reddy. The Minister noted that 14 rounds of commercial coal mine auctions have been completed and the 15th is underway, asserting that these auctions have made the sector more competitive and efficient. Secretary Vikram Dev Dutt said captive and commercial mines contributed about 20 % of India’s coal output in the last financial year and helped achieve a cumulative 1 billion tonne production over the previous two years. Ongoing reforms have cut the operationalisation time for fully explored blocks from 51 to 40 months and for partially explored blocks from 66 to 52 months.
Seasonal Migration of Van Gujjar Tribal Community
The Ministry of Tribal Affairs (MoTA) informed that it had issued letters on 5 June 2025 to the Uttarakhand state government and the district administrations of Dehradun, Uttarkashi, Rudraprayag, Chamoli, Udham Singh Nagar, Haridwar, Pauri Garhwal, Nainital and Tehri Garhwal concerning the seasonal migration of the Van Gujjar tribal community. The Tribal Welfare Department of Uttarakhand acknowledged the matter and instructed the concerned districts to resolve the issues. MoTA has repeatedly urged state and UT administrations to ensure that no legitimate beneficiary is denied forest rights, including traditional seasonal resource access of nomadic or pastoralist communities as provided under Forest Rights Act (FRA) Section 3(1)(d).

The National Human Rights Commission (NHRC) has taken suo motu cognizance of a media report that a Class 4 Dalit student was beaten and subjected to casteist slurs by a teacher at a government primary school in Ukawal village, Shivpuri district, Madhya Pradesh on 28 July 2026. The NHRC noted that, if true, the incident raises serious human‑rights concerns. Consequently, it issued notices to the Madhya Pradesh Chief Secretary and the Shivpuri Superintendent of Police, seeking a detailed report within two weeks, including the status of statutory relief to the victim.
Government Highlights Rapid Expansion of Data Centre Capacity to Support India's Growing Digital and AI Infrastructure
The Ministry of Electronics & IT reports that India’s data centre capacity has risen from 375 MW in 2020 to about 1,575 MW in 2026, driven by growing AI and high‑performance computing demand. Private domestic and global firms are expanding facilities in metros such as Mumbai, Chennai, Hyderabad, Bengaluru, Delhi NCR and Gujarat, and are now targeting states like Andhra Pradesh, Madhya Pradesh, Chhattisgarh and West Bengal. The government does not provide subsidies for data centre establishment. Operators are adopting advanced cooling methods (direct‑to‑chip liquid, adiabatic, immersion, closed‑loop) to improve water‑use efficiency, in line with Ministry of Jal Shakti guidelines.

The Indian National Centre for Ocean Information Services (INCOIS) has used its indigenous AI/ML‑based ENSO prediction system, together with the Global Ocean Data Assimilation System, to assess that the El Niño that began in May 2026 is likely to persist from June 2026 to February 2027 with a 70‑90 % probability. While El Niño historically correlates with weaker Indian Summer Monsoon rainfall, the Ministry notes that monsoon outcomes also depend on the Indian Ocean Dipole, Madden‑Julian Oscillation and other regional ocean‑atmosphere interactions. The government has enhanced ocean state forecasting and multi‑hazard early‑warning services via high‑resolution models and an expanded observation network (gliders, buoys, Argo floats, tide gauges, satellites). It has allocated ₹145.06 crore under the Deep Ocean Mission for marine resource mapping and deployed autonomous vehicles for seafloor exploration. These measures aim to improve climate and ocean predictions, issue timely advisories, and bolster coastal resilience.
21 Legislative Houses have been transformed into digital Legislatures under the NeVA project
The Ministry of Parliamentary Affairs reports that 21 out of 33 State/UT Legislatures that have signed MoUs for the National e‑Vidhan Application (NeVA) have been converted into digital Legislatures. The listed houses include assemblies and councils from Punjab, Odisha, Bihar, Uttar Pradesh, Gujarat, Delhi and others. The central government has released ₹138.17 crore to support this transition. NeVA’s public portals feature AI‑driven multilingual translation (Bhāshini) covering 22 scheduled languages and English. Security provisions include hosting on the NIC Meghraj 2.0 cloud, a dedicated disaster‑recovery site, regular security audits and two‑factor authentication. Misleading EdTech platforms and fake Universities
The University Grants Commission (UGC) has warned that certain EdTech firms are advertising degree and diploma programmes in online mode through franchisee arrangements with universities that lack UGC recognition. The UGC issued a public notice stating such programmes are not recognised and that action will be taken against the offending EdTech companies and higher‑educational institutions under applicable laws. It also advised students to verify the recognition status of programmes on the UGC (DEB) website. The UGC’s Anti‑Mal‑Practice Cell, set up in 1996, maintains a list of 32 fake universities as of February 2026 and issues show‑cause notices, publishes state‑wise lists, and urges state governments to lodge FIRs against unauthorized institutions. OILSEED AND PALM OIL PRODUCTION
The National Mission on Edible Oils‑Oilseeds (NMEO‑OS), approved on 3 Oct 2024, aims to raise primary oilseed output from 39 Mt (2022‑23) to 69.7 Mt by 2030‑31 through a cluster‑based model involving over 600 value‑chain clusters, free high‑quality seeds, and post‑harvest infrastructure upgrades. Oilseed production rose to 43.06 Mt in 2025‑26, with 13.52 lakh ha receiving free seeds, exceeding the 10 lakh ha target. Edible oil imports in 2024‑25 were 160.72 lakh t, 46.77% of which was palm oil. The National Mission on Edible Oils‑Oil Palm (NMEO‑OP), launched in Aug 2021, has expanded oil‑palm area to 6.40 lakh ha, harvested 114.66 lakh t of FFBs and produced 20.10 lakh t of CPO, supported by Viability Gap Payments totalling ₹18.90 cr to 9,244 farmers.
ECONOMIC DEVELOPMENT IN UT
The Government has undertaken a series of interventions to accelerate economic development in Union Territories (UTs). Completed infrastructure projects such as the Yasho Bhoomi Convention Centre, Bharat Mandapam, Chenani‑Nashri Tunnel, and the Udhampur‑Srinagar‑Baramulla rail link have enhanced road, rail and air connectivity. Digital connectivity has been expanded through the CANI and KLI submarine optical‑fibre cable projects, raising bandwidth in Andaman & Nicobar Islands from 4.12 Gbps to 243 Gbps and in Lakshadweep from 1.7 Gbps to 200 Gbps. Renewable‑energy schemes like PM Surya Ghar, PM‑KUSUM and rooftop‑solar initiatives have increased clean‑power generation and created jobs. Legislative reforms comprising 19 regulations and bills have streamlined tax and labour rules, facilitating ease of doing business. Tourism schemes (Swadesh Darshan, PRASHAD) and homestay policies are being leveraged to boost livelihoods.
CAQM extends Monitoring and Enforcement of Dust Mitigation measures across NCR; More ULBs empowered to Prosecute Gross Violators at C&D Sites
The Commission for Air Quality Management in NCR (CAQM) issued an amendment (dated 03‑08‑2026) to Statutory Direction No. 86, widening enforcement of dust‑mitigation measures at construction and demolition (C&D) sites of less than 500 sqm across the National Capital Region. The amendment extends powers to initiate prosecution against gross violators to additional municipal corporations, development authorities, municipal councils, municipal boards and urban local bodies, including Manesar, Karnal, Panipat, Rohtak, Meerut, Alwar, Bharatpur, Bhiwadi and Neemrana. It also mandates monthly status reports on complaints and prosecutions, complementing existing reporting. In Q1 2026, 16,195 inspections were carried out in Delhi, 909 in Haryana (NCR), 230 in Uttar Pradesh (NCR) and 160 in Rajasthan (NCR).
RISKS AND CALAMITIES COVERED UNDER PMFBY
The Pradhan Mantri Fasal Bima Yojana (PMFBY), launched in 2016‑17, is a voluntary crop‑insurance scheme for states and farmers covering non‑preventable natural risks from pre‑sowing to post‑harvest for crops/areas notified by the state. Earlier, losses due to wild animals were excluded, but following a request from the Ministry of Environment, Forest and Climate Change and state governments, states may now include such losses as an add‑on cover funded by the state, as per the scheme’s Operational Guidelines. Inundation cover is available for all notified crops; for hydrophilic crops such as paddy, jute, mesta and sugarcane, it applies except for localized claims. Bhartiya Beej Sahakari Samiti Limited
Bhartiya Beej Sahakari Samiti Limited (BBSSL), an apex body under the Ministry of Cooperation, has introduced seeds of 18 crops and 124 varieties under the ‘Bharat Beej’ brand for nationwide distribution. It channels seeds through member cooperative societies, private distributors, State Seed Federations and Seed Corporations, leveraging various government schemes. Region‑wise Zonal Managers and Coordinators oversee distribution; in Maharashtra, seeds of fodder, cotton, sorghum and groundnut are supplied under centrally‑sponsored schemes (NMEO‑OS, NFSNM, Kapas Kranti Mission), while wheat and gram are distributed privately. In Dadra and Nagar Haveli, the Department of Agriculture acts as the nodal agency. PARLIAMENT QUESTION: GREEN CREDIT PROGRAMME
The Green Credit Programme, notified under the Environment (Protection) Act, 1986, provides a mechanism for voluntary environmental actions by issuing Green Credits. Rules were notified on 12 Oct 2023; the tree‑plantation and eco‑restoration modality was first notified on 22 Feb 2024 and revised on 29 Aug 2025. The Indian Council of Forestry Research and Education (ICFRI) acts as Administrator, with a dedicated portal (https://moefccgcp.in/). Degraded forest parcels are identified by State Forest Departments, and credits can be claimed only after five years of restoration and achieving at least 40 % canopy density. A designated agency verifies claims, and a manual on monitoring and reporting supports implementation. The programme aims to increase green cover, enhance carbon sequestration, restore degraded lands, and provide ecosystem services to local communities.
Vehicle-to-Vehicle Communication Systems
The Ministry of Road Transport & Highways has issued a draft notification to amend the Central Motor Vehicles Rules, 1989, introducing Vehicle‑to‑Vehicle (V2V) communication systems on Indian roads. The 5.875 GHz‑5.925 GHz band has been exempted from licensing by the Department of Telecommunications (G.S.R. 466(E), 10 June 2026). Vehicles of categories L, M and N manufactured on or after 1 Oct 2027 must comply with AIS‑230, and those manufactured on or after 1 Oct 2028 must be fitted with V2V systems meeting AIS‑230 specifications. AIS‑230 defines technical, performance, environmental and security requirements for factory‑installed C‑V2X units, covering use‑cases such as Emergency Brake Alert and Forward Collision Warning. The draft invites comments for 30 days before finalisation.
WATER MANAGEMENT AND CONSERVATION
The Ministry of Jal Shakti highlighted several initiatives aimed at improving water management and conservation. The Atal Bhujal Yojana pilot was implemented in 8,203 water‑stressed Gram Panchayats across 80 districts of seven states from April 2020 to October 2025, focusing on community‑led groundwater management and demand‑side interventions. A nationwide water‑body census identified and geo‑tagged over 24.2 lakh water bodies, while the Jal Sanchay Jan Bhagidari (JSJB) programme constructed more than 1.55 crore artificial recharge structures. Digital tools such as NAQUIM, real‑time groundwater level monitoring (5,260 CGWB DWLRs plus state and ABY installations), the IN‑GRES web portal, and various dashboards (CTR, JSJB) support mapping, monitoring, and policy planning. Satellite‑based flood forecasting and GIS‑enabled monitoring under PMKSY further augment the data‑driven approach.
Indian Railways Records 9% Growth in Freight Loading in July 2026 Compared to July 2025; Loads Over 141 Million Tonnes in July This Year
In July 2026 Indian Railways loaded 141.3 million tonnes of freight, a 9 per cent rise over July 2025’s 129.7 million tonnes. Iron‑ore loading grew 22.2 per cent, coal 11.5 per cent, food grains 11.5 per cent, fertilizers 12 per cent and other goods 12.1 per cent. Domestic coal supply to thermal power plants rose 20 per cent year‑on‑year. Freight revenue increased by ₹1,137 crore (8 per cent) and passenger traffic rose to 63.35 crore passengers from 62.19 crore the previous year.
