Formulated under Section 73(6) of the Multi-State Co-operative Societies (Amendment) Act, 2023, and modeled on the corporate sector's CARO, the framework requires auditors to report on key financial, governance, and statutory parameters using a standardized Yes/No format with remarks. The initiative aims to enhance financial transparency, early detection of financial stress (including NPAs and liquidity positions), safeguard members' funds, and enable technology-driven regulatory oversight via integration with the CRCS Portal. Implementation is phased, beginning with larger societies crossing a threshold of ₹1,000 crore before extending to those crossing ₹50 crore.

Justice Prakash Prabhakar Naolekar (Retd.), Chairman of the High-Level Committee on Demographic Changes (HLCDC), launched the official web portal (https://demography.mha.gov.in) in New Delhi. Constituted by the Ministry of Home Affairs on May 26, 2026, the portal enables Central Ministries, State/UT Governments, NGOs, institutions, and individuals to submit inputs on unnatural demographic changes, underlying factors, and abnormal settlement patterns. These inputs will assist the Committee in studying challenges related to demographic shifts and illegal immigration, analyzing structural population changes, and recommending a permanent operational system for the legal, fair, and time-bound identification, detention, and deportation of illegal immigrants, alongside measures for institutional mechanisms and border management coordination.

The 21st Meeting of the Maritime State Development Council (MSDC) concluded in Mumbai under the chairmanship of the Union Minister for Ports, Shipping & Waterways. Industrial pollution abatement under the Namami Gange Programme has evolved from conventional enforcement to continuous compliance, scientific monitoring, and resource efficiency. Key interventions include annual inspections of Grossly Polluting Industries (GPIs) by independent technical institutes, sector-specific charters for high pollution-load sectors like pulp and paper, sugar, distillery, textile, and tannery, and monitoring of Common Effluent Treatment Plants (CETPs). India's national response against tuberculosis (TB) has shown significant progress, with yearly emerging cases dropping by 21% from 2015 to 2024 compared to a global decline of 12%, and treatment coverage reaching 92%. The First BIMSTEC Home Ministers’ Meeting concluded with the adoption of the Delhi Declaration in New Delhi on 13 October 2026. The 16th meeting of the India–United Kingdom Joint Economic and Trade Committee (JETCO) was held in New Delhi, co-chaired by India's Minister of Commerce and Industry and the UK Secretary of State for Business, Innovation, Science and Trade. The meeting marked the first JETCO since the negotiations and entry into force of the India–UK Comprehensive Economic and Trade Agreement (CETA). The Research, Development and Innovation Fund (RDIF), a flagship Government of India initiative under a ₹1 lakh crore scheme launched in November 2025, has announced its first cohort of 19 Second Level Fund Managers (SLFMs). Approved by the Empowered Group of Secretaries, the cohort consists of 14 Alternative Investment Funds and 5 Focused Research Organisations, backed by an RDIF commitment of ₹7,131 crore. Managed by an Independent Business Unit within the Anusandhan National Research Foundation (ANRF), the fund aims to provide long-term patient capital for high-risk, high-impact research and development by Eligible Technology Enterprises at Technology Readiness Level 4 and above.

The Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) completed its first year of implementation on 11th October 2026. Announced in the Union Budget 2025–26 and launched on 11th October 2025, the scheme covers 100 districts identified with low productivity, low cropping intensity, and lower agricultural credit disbursement. It operates on a district-centric approach, utilizing a convergent framework that brings together 36 Central schemes from 11 Ministries and Departments along with State schemes. Performance is monitored against 121 indicators via a dedicated dashboard. During the one-year commemoration event in New Delhi, Gaya (Bihar), Nagaur (Rajasthan), and Umaria (Madhya Pradesh) were recognized as the best-performing districts overall, alongside 18 other districts felicitated for specific thematic objectives. The event also highlighted the upcoming Khet Bachao Abhiyan to promote soil health and balanced fertilizer use.

Shri Pankaj Agarwal, Secretary, Ministry of Power, held a bilateral meeting with Mr. Gerassimos Thomas, Director-General for Taxation and Customs Union, European Commission, in New Delhi. The discussions centered on India's carbon market development, the EU's Carbon Border Adjustment Mechanism (CBAM), and technical cooperation. During the meeting, the Secretary (Power) highlighted progress under the Carbon Credit Trading Scheme (CCTS), emission intensity reduction targets for 490 industrial units, and non-fossil electricity generation capacity. The European side appreciated India's progress, and both sides agreed to continue technical engagement on carbon pricing mechanisms, monitoring, reporting and verification (MRV) systems, and CBAM-related methodologies.

Union Minister for Commerce and Industry Shri Piyush Goyal addressed the JETCO Business Plenary under the 16th Session of the India-UK Joint Economic and Trade Committee (JETCO), calling for businesses to double India-UK bilateral trade by 2030 and leverage the India-UK Comprehensive Economic and Trade Agreement (CETA). The agreement offers zero-duty access for most Indian exports to the UK and creates opportunities in services. Key dignitaries, including UK Secretary of State Rt Hon Jonathan Reynolds MP and Union Minister of State Shri Jitin Prasada, discussed implementation, utilization reviews, technology collaboration, and five priority areas for bilateral cooperation: infrastructure and clean energy, advanced manufacturing, technology and innovation, financial services, and healthcare and consumer sectors.

India's 'Mission for Aatmanirbharta in Pulses,' launched on October 11, 2025, is a six-year strategic plan backed by a financial allocation of ₹11,440 crore spanning 2025–26 to 2030–31. The mission aims to achieve self-sufficiency in pulses production by 2030–31, targeting a production of nearly 350 lakh tonnes and a yield of 1,130 kg per hectare. Key strategies include expanding cultivation area to 310 lakh hectares, promoting climate-resilient seeds, establishing 1,000 dal mills, and ensuring assured procurement of Tur, Urad, and Masoor through agencies like NCCF and NAFED. The sector showed progress in 2025–26 with production rising to 274.09 lakh tonnes and imports declining by 31.52%. Digital tools like Krishi Mapper, the SATHI portal, AgriStack, and E-Samriddhi are integrated for monitoring and transparency.

Implemented through the convergence of 36 Central schemes across 11 Ministries and Departments alongside State schemes and private participation, the scheme addresses gaps in productivity, irrigation, credit access, and post-harvest infrastructure via District Action Plans. Progress is tracked through a three-tier administrative structure and 121 indicators. Marking its first anniversary in October 2026, the scheme has shown improved average district scores and fostered local agricultural growth through Farmer Producer Organisations.

The National Biodiversity Authority (NBA) has disbursed Rs 2.02 crore among 27 States and 3 Union Territories as part of Access and Benefit-Sharing (ABS) contributions from the seed sector. These contributions stem from agricultural biological resources like rice, eggplant, and tomato, provided by various seed companies. Where individual benefit-claimers could not be identified, the NBA apportioned funds based on cultivation area data from the Ministry of Agriculture and Farmers Welfare. This brings the cumulative ABS disbursement by the NBA to Rs 202.00 crore, supporting biodiversity conservation, sustainable resource use, and community livelihoods. The framework implements the Biological Diversity Act, 2002, India's National Biodiversity Strategy and Action Plan (NBSAP) 2024–2030, international biodiversity targets, and relevant Sustainable Development Goals.
