The 10th National Convention of Agrivision–2026 was held from October 13th to 14th at the ICAR–NASC Complex in New Delhi under the aegis of Agrivision and the ICAR Agricultural Education Division. Around 450 students from agriculture and allied sciences across 25 states participated alongside scientists, officials, entrepreneurs, and farmers. During the inaugural session, Dr. M. L. Raksha Rajya Mantri Shri Sanjay Seth is scheduled to chair the Special Joint State Representatives and Additional Director General’s Conference 2026 of the National Cadet Corps (NCC) in Guwahati on October 15, 2026. The Union Minister for Fisheries, Animal Husbandry and Dairying launched the revamped, DBIM-compliant website of the Department of Animal Husbandry & Dairying (DAHD), developed in alignment with MeitY's Digital Brand Identity Manual Version 3.0. According to the government, the initiative aims to strengthen digital governance, enhance accessibility, uniformity, and ease of navigation, and provide citizen-centric services. The website features advanced search, multi-language support via Bhashini, persona-led navigation, and centralized content management. It serves as a digital hub for flagship schemes such as the Animal Husbandry Infrastructure Development Fund, Rashtriya Gokul Mission, National Livestock Mission, and Livestock Health and Disease Control Programme.

The Chairperson of the National Commission for Scheduled Tribes (NCST), Shri Antar Singh Arya, chaired a review meeting with the Ministry of Heavy Industries (MHI) to evaluate the implementation of constitutional safeguards, reservation policies, recruitment procedures, reservation rosters, and grievance redressal mechanisms for Scheduled Tribes. The meeting involved senior officials from the Ministry, NCST, and Central Public Sector Enterprises such as BHEL, CCI, and EPIL. The Press Information Bureau backgrounder highlights five years of the PM GatiShakti National Master Plan (PMGS-NMP), which integrates ministries, states, and union territories onto a GIS-based platform for coordinated infrastructure planning. Launched on 13 October 2021, the initiative spans 58 Central Ministries and Departments and all 36 States and UTs. It is governed by a three-tier institutional framework—the Empowered Group of Secretaries (EGoS), Network Planning Group (NPG), and Technical Support Unit (TSU)—alongside recent additions like the Integrated Transport & Logistics Authority (ITLA) and Gati Shakti Vishwavidyalaya (GSV). The Research, Development and Innovation Fund (RDIF), a flagship Government of India initiative under a ₹1 lakh crore scheme launched in November 2025, has announced its first cohort of 19 Second Level Fund Managers (SLFMs). Approved by the Empowered Group of Secretaries, the cohort consists of 14 Alternative Investment Funds and 5 Focused Research Organisations, backed by an RDIF commitment of ₹7,131 crore. Managed by an Independent Business Unit within the Anusandhan National Research Foundation (ANRF), the fund aims to provide long-term patient capital for high-risk, high-impact research and development by Eligible Technology Enterprises at Technology Readiness Level 4 and above.

The 16th meeting of the India–United Kingdom Joint Economic and Trade Committee (JETCO) was held in New Delhi, co-chaired by India's Minister of Commerce and Industry and the UK Secretary of State for Business, Innovation, Science and Trade. The meeting marked the first JETCO since the negotiations and entry into force of the India–UK Comprehensive Economic and Trade Agreement (CETA). Both sides discussed the global economic outlook, early business utilization of CETA—such as trade in electronics, machinery, jewellery, textiles, tea, coffee, Joha rice, Scottish salmon, and Scotch whisky—and agreed to exchange trade utilization data annually. They also committed to enhancing cooperation in services, innovation, government procurement, science and technology, and regional partnerships, with the 17th JETCO scheduled in the United Kingdom in 2027.

Union Minister for Commerce and Industry Shri Piyush Goyal addressed the JETCO Business Plenary under the 16th Session of the India-UK Joint Economic and Trade Committee (JETCO), calling for businesses to double India-UK bilateral trade by 2030 and leverage the India-UK Comprehensive Economic and Trade Agreement (CETA). The agreement offers zero-duty access for most Indian exports to the UK and creates opportunities in services. Key dignitaries, including UK Secretary of State Rt Hon Jonathan Reynolds MP and Union Minister of State Shri Jitin Prasada, discussed implementation, utilization reviews, technology collaboration, and five priority areas for bilateral cooperation: infrastructure and clean energy, advanced manufacturing, technology and innovation, financial services, and healthcare and consumer sectors.

Shri Pankaj Agarwal, Secretary, Ministry of Power, held a bilateral meeting with Mr. Gerassimos Thomas, Director-General for Taxation and Customs Union, European Commission, in New Delhi. The discussions centered on India's carbon market development, the EU's Carbon Border Adjustment Mechanism (CBAM), and technical cooperation. During the meeting, the Secretary (Power) highlighted progress under the Carbon Credit Trading Scheme (CCTS), emission intensity reduction targets for 490 industrial units, and non-fossil electricity generation capacity. The European side appreciated India's progress, and both sides agreed to continue technical engagement on carbon pricing mechanisms, monitoring, reporting and verification (MRV) systems, and CBAM-related methodologies.

The Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) completed its first year of implementation on 11th October 2026. Announced in the Union Budget 2025–26 and launched on 11th October 2025, the scheme covers 100 districts identified with low productivity, low cropping intensity, and lower agricultural credit disbursement. It operates on a district-centric approach, utilizing a convergent framework that brings together 36 Central schemes from 11 Ministries and Departments along with State schemes. Performance is monitored against 121 indicators via a dedicated dashboard. During the one-year commemoration event in New Delhi, Gaya (Bihar), Nagaur (Rajasthan), and Umaria (Madhya Pradesh) were recognized as the best-performing districts overall, alongside 18 other districts felicitated for specific thematic objectives. The event also highlighted the upcoming Khet Bachao Abhiyan to promote soil health and balanced fertilizer use.

Researchers from institutions including the Aryabhatta Research Institute of Observational Sciences (ARIES), Udaipur Solar Observatory (USO)/PRL, IIT Delhi, and IIT Roorkee have investigated the cause of microwave polar brightening in the Sun using nearly three decades of observations from the Nobeyama Radioheliograph. By combining radio data with NASA's Solar Dynamics Observatory extreme-ultraviolet observations and Wilcox Solar Observatory magnetic field measurements, the study revealed that microwave polar brightening is strongly related to polar coronal hole size and polar magnetic field strength. Furthermore, localized bright patches were found to coincide with coronal bright points and coronal jets, indicating that both large-scale and small-scale magnetic processes drive the phenomenon.

The Vice-President of India addressed the 66th Course of the National Defence College (NDC) in New Delhi on the theme “India’s Core Values, National Interests and National Objectives.” Addressing 122 participants—including personnel from Indian armed forces, civil services, police, and 41 officers from friendly foreign countries—he emphasised that national strategy must convert national intent into tangible outcomes. Union Home Minister and Minister of Cooperation Shri Amit Shah announced that India is honored to host the First BIMSTEC Home Ministers’ Meeting in New Delhi on October 13, 2026. Welcoming participating Home Ministers and member state delegations, the Union Home Minister emphasized that the meeting underscores a shared resolve to combat terrorism, transnational organized crime, narcotics radicalization, trafficking, illicit financial flows, and cyber threats through decisive coordination to build a safer and stronger BIMSTEC region.

Union Minister for Agriculture and Farmers’ Welfare and Rural Development Shri Shivraj Singh Chouhan felicitated top-performing districts at the national conference on the Prime Minister Dhan-Dhaanya Krishi Yojana in New Delhi. The scheme prioritises 100 districts facing low agricultural productivity, inadequate cropping intensity, or low institutional credit flow. The conference highlighted inter-ministerial convergence involving sectors like water management, food processing, cooperation, and animal husbandry to boost farm incomes. District-level innovations showcased during the event included water conservation in Gadchiroli (Maharashtra), horticulture promotion in Alluri Sitharama Raju (Andhra Pradesh), and the natural farming model in Banka (Bihar). Officials were urged to expand pulses and oilseeds in rice fallow areas and improve institutional credit access in eastern India.

Under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme, Shareholders' Agreements have been signed for upgrading Government Industrial Training Institutes in Surat, Gujarat, and Visakhapatnam, Andhra Pradesh, in partnership with ArcelorMittal Nippon Steel India (AM/NS India). The partnership involves an approved investment of approximately ₹440 crore—₹240 crore for Surat and ₹200 crore for Visakhapatnam—covering nine government ITIs in total. Special Purpose Vehicles will be established where AM/NS India holds a 51% stake and the Central and respective State Governments each hold 24.5% equity participation. The initiative aims to modernize infrastructure, introduce new-age trades, and upgrade curricula through industry-academia collaboration.

Union Minister of Commerce and Industry Shri Piyush Goyal, speaking at the 'Dilli Dialogue: Policies for a Future-Ready India', emphasized a twin-track approach combining global technologies with employment generation. He highlighted India's expanding engagement through Free Trade Agreements, ambitions toward a trillion-dollar export target, and a roadmap toward 'Viksit Bharat 2047'. The Union Ministry of Health and Family Welfare has urged all States and Union Territories to ensure the prominent and transparent display of rates charged for healthcare services and facilities at clinical establishments. The Union Health Secretary wrote to Chief Secretaries emphasizing that clear display of rates helps patients make informed decisions, prevents billing disputes, and builds trust. The initiative refers to the Clinical Establishments (Registration and Regulation) Act, 2010, and the Clinical Establishments (Central Government) Rules, 2012, which mandate rate displays in local languages and English. States and UTs where the Act does not apply are urged to enforce respective state frameworks, and specific focus is placed on displaying package rates for international medical and Ayush tourists.

The Indian Army launched 'Bharat Rice' for defence forces in New Delhi, featuring an MoU between the Indian Army and the Food Corporation of India (FCI) to utilize FCI warehousing, manpower, and material-handling infrastructure during operational contingencies. Spearheaded by the Directorate General of Supplies and Transport, the initiative aims to deliver superior quality, specification-compliant rice directly to Army Supply Depots, including in Ladakh and the North East, via ergonomic 10 kg and 30 kg packaging. Grounded in lessons from Operation Sindoor concerning logistics resilience under short-warning scenarios, the 5-year renewable agreement integrates civil infrastructure into military planning, reflecting a whole-of-government approach aligned with PM Gati Shakti.

The Indian Navy commissioned INS Mangrol (P82), the third Mahe-class Anti-Submarine Warfare Shallow Water Craft (ASW-SWC), at the Naval Dockyard in Mumbai on October 12, 2026. Designed and constructed indigenously by Cochin Shipyard Limited, the vessel features over 80 percent indigenous content. Powered by three diesel engine-driven waterjet propulsion units, INS Mangrol is equipped for anti-submarine warfare, underwater surveillance, low-intensity maritime operations, and mine warfare tasks in coastal and shallow waters. The ship derives its name from the coastal town of Mangrol in Gujarat and continues the legacy of an erstwhile minesweeper of the same name.
