The Central Board of Indirect Taxes and Customs (CBIC) is executing the implementation phase of Special Campaign 6.0 from October 2nd to October 31st, 2026. Union Minister Dr. Jitendra Singh chaired the 328th meeting of the Executive Council of the Indian Institute of Public Administration (IIPA) in New Delhi. The Union Ministry of Health and Family Welfare reviewed the progress of Special Campaign 6, aimed at institutionalising cleanliness and minimizing pendency in government offices, alongside preparations for dedicated Kayakalp activities scheduled for 27 October 2026. Chaired by the Union Health Secretary, the review meeting emphasized visible and sustainable improvements in sanitation, hygiene, space management, and biomedical waste management across central health institutions. Officials reported 100 per cent cleaning of identified sites, resolution of public grievance appeals, and revenue generation through scrap disposal and e-auctions. Institutions also shared innovative practices such as digitizing medical records, developing green spaces, and implementing QR code-enabled feedback mechanisms.

Central Public Sector Enterprises (CPSEs) under the Ministry of Coal have reported significant milestones under Special Campaign 6. The initiative involved cleaning 1,696 sites covering an area of 130.16 lakh square feet and disposing of 16,158 Metric Tons of scrap, generating approximately ₹53.94 crore in revenue for the exchequer. Additionally, administrative efficiency was addressed through the review of 78,635 physical and e-files, resulting in the weeding out and closure of 70,093 files. Prominent initiatives included e-waste collection bins made from recycled scrap, canteen modernization, tribal girls' education support, waste-to-wonder workshops, and the promotion of workplace menstrual hygiene.

The Ministry of Labour & Employment reported that the Chief Labour Commissioner (Central) machinery successfully resolved an industrial dispute at the ESIC Model Hospital in Karnataka. The dispute arose when 37 contract workers, including Nursing Orderlies and Supporting Staff, were disengaged before their contract period expired. Through conciliation proceedings led by the Assistant Labour Commissioner (Central) in Bengaluru, all 37 workers were redeployed effective from October 23, 2026. Additionally, pending wages for September 2026 amounting to approximately ₹7.40 lakh were cleared.

Indian Naval Ship (INS) Trishul arrived at Civitavecchia, Italy, on October 25, 2026, as part of its ongoing operational deployment to the Mediterranean Sea. Prior to entering the harbor, the ship participated in a Passage Exercise (PASSEX) with the Italian Naval Ship Carlo Margottini, which included coordinated maneuvering drills, communication procedures, replenishment approaches, cross-deck landings, personnel transfers, and boarding operations. Western Coalfields Limited (WCL), a subsidiary of Coal India Limited under the Ministry of Coal, achieved 100% of its targets under Special Campaign 6 as reported up to October 22, 2026. The campaign focused on institutionalising cleanliness, efficient scrap disposal, records management, and workplace optimization. WCL cleaned 300 sites spanning 6.5 lakh square feet, disposed of 539.65 metric tonnes of scrap, and generated a revenue of ₹22.72 crore. Additionally, the company reviewed and closed 500 physical files and 7,650 electronic files, supporting government initiatives for good governance, reduced pendency, and administrative efficiency.

The Ministry of New and Renewable Energy (MNRE) reviewed its cleanliness initiatives and file disposal status under Special Campaign 6.0 at Atal Akshaya Urja Bhawan, New Delhi. Officials inspected office sections to assess space utilisation, maintenance, and cleanliness. The review emphasized regular monitoring, timely file processing, expeditious clearance of pending cases, efficient file management, and staff participation to reduce pendency and promote institutionalised Swachhata in government offices.

The Government e-Marketplace (GeM) is promoting 'The AABHAR Collection', a digital storefront highlighting curated gift items, hampers, and products tied to the One District, One Product (ODOP) initiative and Geographical Indication (GI) tags. Launched in July 2024, the collection features 294 product catalogue listings from 10 State and Central Handloom and Handicraft Emporiums, with seven additional organisations undergoing onboarding. The initiative aims to provide market linkage for local artisans, weavers, rural entrepreneurs, and women-led enterprises by integrating them into the public procurement system, enabling government buyers to source indigenous items for official ceremonies, conferences, and events.

Lieutenant General Pushpendra Singh inaugurated the Curtain Raiser for the Mechanisation Technology Seminar 2.0 (MTS 2.0) at the Manekshaw Centre, New Delhi. The National Academy of Direct Taxes – Regional Campus (NADT-RC), Mumbai, has launched ‘Navodaya-2026’, a 30-day induction training programme for newly recruited Direct Recruit Office Superintendents of the Income Tax Department. This follows the first-time filling of the Office Superintendent cadre through direct recruitment under the CBDT Office Superintendent (Group ‘B’ Post) Recruitment Rules, 2024. Across India, around 6,626 directly recruited Office Superintendents have joined the Department during FY 2026–27. NADT-RC Mumbai is responsible for training 1,438 of these recruits across the Mumbai and Pune regions. The training curriculum integrates classroom instruction, iGOT Karmayogi modules, webcasting, and on-the-job training in line with Mission Karmayogi objectives.

India's network of Wetlands of International Importance under the Ramsar Convention has expanded from 26 sites in 2014 to 103 designated sites covering over 13.87 lakh hectares, ranking first in Asia and third globally. The Ramsar Convention, adopted in Ramsar, Iran, in 1971, operates on three pillars: wise use of wetlands, designation and effective management of Ramsar Sites, and international cooperation. India became a party to the Convention on February 1, 1982, with Chilika Lake and Keoladeo National Park being its first sites. Recent additions include Sukhna Wetland in Chandigarh and Sauj Jheel in Uttar Pradesh. Government conservation frameworks include the Wetlands (Conservation and Management) Rules, 2017, the National Plan for Conservation of Aquatic Ecosystems (NPCA), Amrit Dharohar, Mission Sahbhagita, and MISHTI.

At the 2nd National Urban Conclave, Shri Rajiv Gauba, Member, NITI Aayog, emphasized the need for comprehensive urban governance, planning, and financing reforms to support India's urban transition, where the urban population is projected to reach 85 crore by 2050. Highlighting the limitations of governing cities from state capitals, he called for empowered city governments with directly elected mayors for five-year terms, the adoption of the Mayor-in-Council system, and the devolution of all 18 functions to urban local bodies under the 74th Constitutional Amendment. He also underscored the importance of enhancing municipal revenues through property taxes, improving fiscal transfers from state governments, reforming restrictive Floor Area Ratios (FARs) and building norms, adopting mixed-use zoning, and implementing the Model Tenancy Act to boost affordable rental housing.
