The First BIMSTEC Home Ministers’ Meeting concluded with the adoption of the Delhi Declaration in New Delhi on 13 October 2026. Key interventions include the National Tuberculosis Elimination Programme (NTEP), the Pradhan Mantri TB Mukt Bharat Abhiyaan, and the Nikshay Poshan Yojana which provides financial assistance of Rs. 1,000 per month to notified TB patients. Technological and medical advancements involve the rollout of the shorter BPaLM treatment regimen for drug-resistant patients, AI-driven diagnostic tools like DeepCXR and Cough Against TB, handheld X-ray units, and community mobilisation campaigns such as JOSH involving MY Bharat volunteers and youth organisations.

A high-level inter-ministerial review meeting was held in New Delhi, co-chaired by Union Agriculture Minister Shri Shivraj Singh Chouhan and Environment Minister Shri Bhupender Yadav, to discuss stubble (crop residue) management during the paddy harvesting season. Researchers at the Institute of Nano Science and Technology (INST) Mohali have developed a sustainable, machine learning-enabled filter to treat dye-contaminated wastewater. The technology integrates green-synthesized zinc oxide nanoparticles, produced using turmeric extract, with biodegradable polylactic acid (PLA) nanofibers. By combining photocatalysis and piezocatalysis through light and mechanical vibrations, the PLA-ZnO nanofibers achieved high decolorization rates of methylene blue and congo red within 120 minutes, while also demonstrating antibacterial activity against E. coli and S. aureus. Machine learning was integrated to predict dye-decolorization behavior based on various experimental parameters.

The Ministry of Labour & Employment has introduced the Amnesty Scheme, 2026, via the Employees’ Provident Fund (EPF) Scheme 2026 notified on June 29, 2026. The scheme offers a one-time opportunity for retrospective regularisation of the exemption status of Provident Fund (PF) Trusts that are recognized under the Income Tax Act, 1961, but lack formal exemption under Section 17 of the EPF&MP Act, 1952, or Section 143 of the Code on Social Security, 2020. Key benefits include waivers of certain statutory requirements, such as employee headcount and corpus size, along with complete operational flexibility. The application window is set to expire on December 28, 2026. The Ministry of Ayush has issued Standard Treatment Guidelines (STGs) on the management of dermatological disorders for Ayurveda, Siddha, Unani, and Homoeopathy, alongside the inclusion of Yoga. Prepared by the Ayush Vertical of the Directorate General of Health Services (DGHS), the guidelines aim to introduce uniformity, quality assurance, and evidence-informed clinical care for common skin conditions such as psoriasis, vitiligo, dermatitis, urticaria, and dermatophytosis. The Department of Administrative Reforms and Public Grievances (DARPG) released its 50th monthly report on the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) for States and UTs for September 2026. The report highlights grievance receipt and disposal statistics, user registrations, integration with Common Service Centres (CSCs) and State portals, feedback data, and capacity building under the Sevottam Scheme. In September 2026, 99,134 public grievance cases were received and 1,15,168 cases were redressed across States and UTs, while total pendency stood at 2,37,128 cases. The Cabinet Committee on Economic Affairs (CCEA) approved the four-laning of the Muzaffarpur–Sitamarhi–Sonbarsa section of National Highway-22 (NH-22) in Bihar under the Hybrid Annuity Mode (HAM) at a cost of ₹3,590.73 crore. Spanning 82.57 km, the project aims to enhance regional connectivity, facilitate cross-border trade with Nepal via the Bhithamore Land Port, and integrate transport networks under the PM GatiShakti National Master Plan. The Indian Navy is set to commission the indigenous multi-purpose warship 'Samarthak' at the Naval Base in Karwar on October 16, 2026. Built by M/s Larsen and Toubro Ltd under the Government of India's 'Make in India' initiative, it is the first of four Multi-Purpose Vessels being inducted into the Indian Navy. Designed primarily for maritime surveillance and patrol, Samarthak is capable of undertaking Low Intensity Maritime Operations, serving as a target deployment and trials platform, acting as an unmanned/autonomous system mothership, providing Humanitarian Assistance and Disaster Relief, functioning as a limited hospital ship, and participating in salvage operations. The ship features an integrated combat suite of indigenous sensors, weapons, and electronic systems.

Principal Secretary to the Prime Minister, Dr. P. K. The Union Fisheries Secretary visited seaweed cultivation sites in Mandapam, Tamil Nadu, and chaired a meeting on seaweed farming involving stakeholders, research institutions, and coastal state representatives. Discussions focused on scaling up production, value addition, market linkages, technology adoption, and sustainable coastal livelihoods through government interventions such as the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY). The ICAR–National Soybean Research Institute in Indore organised a Soybean Harvest Day to assess the yield potential of improved soybean varieties NRC 200 68 and NRC 200 70. Preliminary data from harvested plots indicate yields of approximately 20 quintals per hectare despite adverse weather conditions, compared to India's current average soybean productivity of 10–11 quintals per hectare. According to the Ministry, adopting improved varieties and production technologies can potentially yield 15–20 quintals per hectare, and up to 22–25 quintals per hectare under favourable conditions. The systematic compilation and long-term analysis of such yield data aim to evaluate research effectiveness, guide future productivity strategies, and strengthen technology dissemination to farmers.
