India has administered more than 80 lakh doses of the Human Papillomavirus (HPV) vaccine under the National HPV Vaccination Campaign since its launch in February 2026. Cochin Shipyard Limited (CSL) and Drydocks World (a DP World company) have signed a 50:50 joint venture agreement to operate and expand the International Ship Repair Facility (ISRF) in Cochin. Signed on the sidelines of the BRICS Summit 2026, the partnership represents a public-private collaboration in India's ship repair sector. The joint venture combines CSL's domestic capabilities and skilled workforce with Drydocks World's global expertise in high-end vessel maintenance, conversions, and offshore engineering. This PIB backgrounder marks seven years of the Pradhan Mantri Kisan Maandhan Yojana (PM-KMY), a voluntary and contributory old-age pension scheme launched in September 2019 for small and marginal farmers. Administered by the Department of Agriculture and Farmers Welfare and implemented via the Life Insurance Corporation of India (LIC), the Central Sector Scheme provides a minimum assured pension of ₹3,000 per month to eligible farmers upon attaining 60 years of age. As of February 2026, over 24.96 lakh farmers have enrolled nationally, supported by ₹540.66 crore in public investment. The scheme incorporates a shared contribution model, family pension provisions, and a digital enrollment process through Common Service Centres.

The Union Minister of Ports, Shipping & Waterways chaired the 2nd Governing Council Meeting of the National Maritime Heritage Complex (NMHC) Society to review the progress of the project at Lothal, Gujarat. Phase 1A of the project has achieved approximately 82 percent physical completion, with a revised completion target of October 31, 2026. The Ministry of Coal has clarified details surrounding the auction of the Tara (Revised) Coal Block in response to media reports. The coal block was initially removed from commercial auctions in 2023 following a request from the Government of Chhattisgarh concerning blocks in the Hasdeo Arand area overlapping with the Lemru elephant corridor. Subsequently, following a letter dated December 11, 2025, from the Government of Chhattisgarh stating that the block is outside the Lemru Elephant Corridor and requesting its inclusion, the block boundary was revised by CMPDIL. It was then successfully auctioned under the 15th round with a revenue share of 37.50%, receiving 9 bids and projected to generate significant state revenue and employment.

The Ministry of Finance has announced that the Bankers’ Books Evidence Act, 2026, which received presidential assent on 13th August 2026, will come into force from 1st October 2026. This Act replaces the Bankers’ Books Evidence Act, 1891, to modernise the legal framework for using banking records as evidence. It adopts a technology-neutral approach by recognising physical, electronic, digital, virtual, and cloud-based banking records, and allows certification through manual, digital, or electronic signatures. Furthermore, the Act limits the summoning of bank officials where the bank is not a party to proceedings by requiring a 'special cause' recorded in writing, and enables the Central Government to extend provisions to other specified financial sector entities.

The Ministry of Housing and Urban Affairs (MoHUA) approved over 29,000 additional houses during the 9th meeting of the Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Manti Awas Yojana - Urban 2.0 (PMAY-U 2.0), bringing total scheme sanctions to 18.77 lakh. Speaking at the Dryland Congress 2026 in New Delhi, the Secretary of the Department of Land Resources (DoLR) emphasised shifting from post-drought responses to building climate-resilient dryland landscapes using integrated watershed development, digital public infrastructure, and community participation. Highlighting that rainfed agriculture covers 43% of India's net sown area and contributes 40% of food production, the Secretary detailed the achievements of the Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY). He emphasized that critical minerals are central to India's energy security, industrial competitiveness, and national security. The National Safai Karamcharis Finance & Development Corporation (NSKFDC), operating under the Ministry of Social Justice & Empowerment, advances socio-economic empowerment and sustainable livelihoods for Safai Karamcharis, waste pickers, manual scavengers, and their dependents. Established in January 1997, NSKFDC provides concessional financial assistance up to Rs. 30 lakh for individuals and Rs. 75 lakh for groups to undertake viable self-employment activities. Interest rates range from 6% to 9% per annum, with a 1% rebate for women and an additional 0.5% rebate for timely repayment. Loans are routed through State Channelizing Agencies, Regional Rural Banks, and Public Sector Banks. Additionally, the corporation implements non-loan-based skill development and capacity-building programmes. As of 10 September 2026, NSKFDC has disbursed Rs. 3,365.93 crore, benefiting 6,10,902 persons.

The Election Commission of India organised its fifth regional conference on "Electoral Literacy Clubs and ECINET" in Ahmedabad, focusing on strengthening electoral literacy and democratic awareness among young citizens. Chief Election Commissioner Shri Gyanesh Kumar stated that Electoral Literacy Clubs (ELCs) across India help strengthen the backbone of democracy. ELC 2.0 reimagines these clubs as structured, digitally-enabled platforms across schools, colleges, and universities under the tagline "Learn Democracy. Lead Democracy." The initiative leverages the ECINET digital platform and targets India’s extensive educational network to promote electoral education, registration, polling processes, and informed participation. This meeting marked their second interaction in under two weeks, following an earlier meeting on the sidelines of the SCO Summit in Bishkek on August 31.
