WOMEN FRIENDLY INFRASTRUCTURE IN COURTS
The Ministry of Law and Justice notes that the development of infrastructure for the judiciary is primarily a State Government responsibility, but the Central Government supports it through a Centrally Sponsored Scheme (CSS) for District and Sub‑ordinate Courts operational since 1993‑94. The CSS covers five components – Court Hall, residential units for judicial officers, Lawyers’ Hall, Toilet Complexes and Digital Computer Rooms. Women‑friendly infrastructure in court halls falls under the jurisdiction of High Courts and State Governments, with the Building Infrastructure Committee of the High Court approving designs that follow CSS guidelines based on recommendations of the Supreme Court’s National Courts Management System (NCMS) Committee and CPWD norms. The details were provided by Minister of State (Independent Charge) for Law and Justice and Minister of State for Parliamentary Affairs, Shri Arjun Ram Meghwal, in a Rajya Sabha written reply.
