PLFS introduced methodological improvements over earlier EUS, including a rotational panel sampling design for urban areas

The Ministry of Statistics & Programme Implementation (MoSPI) replaced the Employment‑Unemployment Survey (EUS) with the Periodic Labour Force Survey (PLFS) in 2017, incorporating methodological upgrades such as a rotational panel sampling design for urban areas, Computer‑Assisted Personal Interviewing (CAPI) with validation checks, and collection of hours‑worked data. From January 2025, the PLFS design was further strengthened to deliver monthly estimates at the all‑India level and quarterly estimates for rural and urban areas, alongside the traditional annual estimates. The survey retains the employment‑unemployment concepts of the earlier EUS, aligned with the Dantwala Committee and International Conference of Labour Statisticians standards, but users are advised to exercise caution when directly comparing PLFS figures with those of the EUS due to design differences.
