Establishment of Foreign Universities Campuses in India

The Ministry of Education reports that the University Grants Commission (UGC) has issued 16 Letters of Intent to 15 foreign higher‑educational institutions (FHEIs) from Australia, Italy, the United Kingdom and the United States to set up branch campuses in Indian cities such as Bengaluru, Greater No Noida, Gurugram, Mumbai and Chennai. The proposed programmes include business, economics, accounting, finance, software engineering, data science, artificial intelligence, cybersecurity, game design, entrepreneurship, innovation and biomedical sciences. UGC has created a single‑window clearance system and a high‑powered Standing Committee to evaluate proposals, limiting eligibility to universities ranked in the global top 500 and requiring recent accreditation reports. Qualifications awarded will be treated as equivalent to Indian degrees. A Facilitation Committee for FHEIs, constituted on 16 December 2025, will assist and monitor the campuses after the LoI is handed over.
