Expansion of Skill Development Ecosystem
The Ministry of Skill Development and Entrepreneurship (MSDE) reports that under the Skill India Mission (SIM) it is expanding skill‑development centres across rural, tribal and aspirational districts. An independent impact evaluation of PMKVY 4.0 by the Arun Jaitley National Institute of Financial Management found that employment among short‑term training (STT) candidates rose from 26.6 % to 45.4 % and income increased for 41.4 % of STT and 48.9 % of RPL candidates. The Ministry has introduced Aadhaar‑based enrolment, biometric (now face‑authentication) attendance, concurrent monitoring, outcome‑based payments and a penalty matrix to improve training quality and compliance.
