Deputy Chairman Shri Harivansh delivered the valedictory address at the two‑day ‘Prarambh’ orientation workshop for newly‑elected Rajya Sabha members on 26 July 2026. He said the programme familiarised members with the House’s rules, procedures, conventions and traditions, and highlighted sessions on the Rules of Procedure, Secretariat functioning, budget scrutiny, Starred and Unstarred Questions, legislative process, and parliamentary devices. He underscored the Secretariat’s institutional memory, the importance of security cooperation, the impact of large‑scale digitisation and the need to protect digital credentials, and the role of parliamentary diplomacy and departmental committees as “mini‑parliaments”. He urged continuous self‑improvement through study of past debates and international parliamentary practices.
