The new legislation aims to replace the existing 1966 Seed Act and 1983 Seeds Control Order, noting that approximately 70% of seeds currently fall outside the older law's scope. The proposed law seeks to protect farmers from fake and substandard seeds by introducing mandatory registration, QR code-based end-to-end traceability, penalties up to ₹30 lakh along with imprisonment for serious offences, empowerment of state governments to release seed varieties faster, state-managed Seed Security Funds, and assured compensation within 15 days. The government emphasized that traditional farmers' seed rights will remain fully protected without mandatory registration for traditional varieties.

Shri Rajiv Gauba, Member of NITI Aayog, spoke at the Global Fintech Fest 2026 during a session on India's next-generation reform architecture. The National Statistics Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) has released the first-ever district-level estimates for India's unincorporated non-agricultural sector, drawing upon data from the Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2025. The report provides granular insights into scale, structure, employment, female entrepreneurship, and economic productivity across 757 districts. Key findings indicate that the top 50 districts account for nearly one-third of total establishments, workforce, and Gross Value Added (GVA). The Department of Consumer Affairs has notified the Consumer Protection (E-Commerce) (Amendment) Rules, 2026, to strengthen consumer protection and transparency in the digital marketplace. Scheduled to take effect on January 1, 2027, the rules mandate that all e-commerce entities partner with the National Consumer Helpline (NCH) convergence process. Union Home Minister and Minister of Cooperation Shri Amit Shah chaired the third meeting of the Governing Body of the National Institute of Disaster Management (NIDM) in New Delhi. The National Institute of Electronics & Information Technology (NIELIT), under the Ministry of Electronics & Information Technology (MeitY), has integrated its NIELIT Digital University (NDU) platform with Saylor University, USA. The partnership brings Saylor University's free, self-paced online courses in fields such as artificial intelligence, programming, data science, cybersecurity, and business management onto the NDU platform. Union Minister Dr. Jitendra Singh announced that the upcoming Emerging Science, Technology & Innovation Conclave (ESTIC-2026) will be held from 27–29 October 2026 at Bharat Mandapam, New Delhi, and inaugurated by Prime Minister Narendra Mori. The Ministry of Social Justice and Empowerment reported that over 1.44 crore Scheduled Caste (SC) students have been supported through Pre-Matric and Post-Matric Scholarship Schemes with disbursements totaling Rs 12,773 crore. Additionally, more than 1.01 crore OBC and EBC students received scholarship assistance amounting to Rs 2,445.05 crore. The Ministry also introduced key administrative and process reforms under schemes such as SHRESHTA, the National Overseas Scholarship Scheme, and the National Fellowship for SC Students Scheme. Researchers at the Birbal Sahni Institute of Palaeosciences investigated magnetic minerals in sediments from Bakhira Lake in Sant Kabir Nagar, Uttar Pradesh, to track past climate changes and Indian Summer Monsoon variability over the past 25,000 years. Bakhira Lake, a Ramsar Site, sits within the Ghaghara–Rapti alluvial system. By combining environmental magnetic measurements with grain-size, geochemical, and clay mineralogical data, the study reconstructed major climatic phases including the Last Glacial Maximum, Heinrich Stadial 1, Bølling–Allerød, Younger Dryas, Holocene Climatic Optimum, and late Holocene droughts. The resulting dataset aims to provide baseline information for improving climate models, predicting future monsoon behavior, and supporting water-resource management, agriculture, and flood and drought mitigation in the Central Ganga Plain.

The Union Ministry of Environment, Forest and Climate Change organised a national workshop in New Delhi on 'Leveraging Latest Technologies in Assessment of Forest and Tree Resources'. The workshop focused on technology-led approaches, digitisation of forest boundaries, forest and tree cover assessment, and carbon stock estimation. The Union Environment Minister highlighted the role of the Forest Survey of India in conducting biennial assessments through the India State of Forest Report since 1987. The Ministry of Labour & Employment, in collaboration with the Government of Maharashtra, is organizing a two-day National Conference on Building and Other Construction Workers (BOCW) in Mumbai on 11–12 September 2026. Chaired by Union Minister Dr. Mansukh Mandaviya, the conference reviews the implementation of digital and technology-enabled initiatives launched at the November 2025 National Labour Conference. During the event, nine States and Union Territories are unveiling the State BOCW Digital Labour Chowk, Madhya Pradesh and West Bengal are launching an Online BOCW Cess Collection Portal, and Bihar and West Bengal are inaugurating Labour Chowk-cum-Facilitation Centres to enhance worker-centric services, employment facilitation, and cess collection efficiency.
