KALA SANSKRITI VIKAS YOJNA
The Ministry of Culture’s Kala Sanskriti Vikas Yojana (KSVY) is a Central Sector Scheme that provides financial assistance to eligible cultural organisations and individual artists, including tribal and rural performers, across India. Funds are released from the Consolidated Fund of India through the annual budget. The scheme comprises multiple components such as the Guru‑Shishya Parampara Repertory Grant, Financial Assistance for Promotion of Art and Culture (including grants for organisations with national presence, Cultural Function & Production, Himalayan heritage, Buddhist/Tibetan culture, building grants for studios, and domestic festivals), Tagore Cultural Complexes, scholarships and fellowships for artists, and veteran‑artist assistance. Annexures provide five‑year and current‑year data on the number of beneficiaries and amounts disbursed for each component, with detailed state‑wise tables for the Repertory Grant, Cultural Function & Production Grant, Himalayan heritage, Buddhist/Tibetan culture, building grants, and scholarships. The Government also promotes cultural heritage through seven Zonal Cultural Centres that receive annual grant‑in‑aid.
Draft Advocates (Amendment) Bill, 2026 Released for Stakeholder and Public Consultation
The Ministry of Law and Justice has released the Draft Advocates (Amendment) Bill, 2026 for stakeholder and public consultation. The draft, prepared in consultation with the Bar Council of India (BCI), was posted on the BCI website on 18 July 2026. Comments and suggestions from stakeholders and the public are invited until 31 July 2026 (03:00 PM) via draftadvact2026bill@gmail.com and lmpcell-dla@nic.in. The inputs will be examined before finalisation, reflecting the Department’s commitment to a transparent, participative legislative process aligned with the vision of Viksit Bharat @2047.
Government and RBI Strengthen Fintech Ecosystem with Enhanced Regulatory Frameworks & Consumer Protection Actions
The Government and RBI have introduced multiple regulatory measures to strengthen India’s fintech ecosystem and protect consumers. Key actions include RBI’s “Framework for Self‑Regulatory Organisations in the FinTech Sector” (issued 30 May 2024) to set standards and resolve disputes; Master Directions on Digital Payment Security Controls (Feb 2021) mandating common security controls for internet, mobile and card payments; MeitY’s notification of the Digital Personal Data Protection Act 2023 and DPDP Rules 2025 for personal data protection; RBI’s Regulatory Sandbox framework (Aug 2019) for testing innovative financial products; and the Ministry of Home Affairs’ National Cybercrime Reporting Portal and helpline 1930 to enable reporting of cyber incidents and illegal loan apps. These steps aim to enhance market integrity, cyber safety, and consumer awareness in the fintech sector.
Strong Industry Participation Marks Pre-Application Conference for ₹37,500 Crore Surface Coal/Lignite Gasification Scheme
The Ministry of Coal held a Pre‑Application Conference for the ₹37,500 crore Surface Coal/Lignite Gasification Scheme, chaired by Additional Secretary Shri Sanoj Kumar Jha. The scheme, approved by the Union Cabinet on 13 May 2026, seeks to develop gasification projects that produce synthetic natural gas, ammonia, methanol, DRI, synthetic fuels and chemicals. The Ministry clarified eligibility, evaluation, incentives and application procedures, and noted that the last date for proposals is 7 September 2026. The initiative is projected to attract ₹2.5–3 lakh crore of investment, utilise about 75 million tonnes of coal annually, create roughly 50,000 jobs and cut imports of energy and chemical products.
Mumbai Port Authority to Take Firm Action Against Chronic Defaulters and Unauthorised Occupants
The Mumbai Port Authority (MbPA) announced that it will pursue stringent legal and criminal action against chronic lease‑rental defaulters and unauthorised occupants on public land along Mumbai’s Eastern Waterfront. The Authority has engaged senior legal experts and leading law firms to recover outstanding dues, citing combined liabilities of about ₹3,500 crore from entities such as Indian Hotels Company Ltd., Crescent Dyes & Chemicals Ltd., and others. It highlighted violations including unauthorised construction, illegal sub‑letting, unapproved transfers and unauthorised land‑use changes, which it says threaten port security and public safety. The move is positioned as part of the Government of India’s Maritime Amrit Kaal Vision 2047 and related port‑centric infrastructure projects like the Viksit Bharat Mumbai Marina.
Apprenticeship Training Under Naps
The Ministry of Skill Development and Entrepreneurship reports that the National Apprenticeship Promotion Scheme (NAPS), launched in 2016 and continued as NAPS‑2 from 2022‑23, has engaged 47,50,432 apprentices across more than 45 sectors up to 30 June 2026. The scheme provides a partial stipend (up to Rs 1,500 per month) via Direct Benefit Transfer, encouraging participation of MSMEs and other establishments. In Andhra Pradesh, 825 MSMEs and 445 other establishments have engaged apprentices, with a government stipend share of Rs 21.88 crore and Rs 32.80 crore respectively. The scheme also supports trades linked to the coastal economy and is promoted through Pradhan Mantri National Apprenticeship Melas (PMNAMs).
IIT Goa’s 7th Convocation Ceremony
The Indian Institute of Technology Goa held its 7th Convocation on 20 July 2026, conferring degrees on 188 students across B.Tech., M.Tech. and Ph.D. programmes. The ceremony highlighted a 92.25 % placement rate for the graduating batch, the award of President’s and Institute Gold Medals, and the Best Outgoing Student award. IIT Goa reported securing 15 Extramural Research projects with total funding of about ₹690.88 lakh and signing 11 strategic MoUs with national and international institutions. The institute also announced new academic initiatives, including a double‑major pathway, industry‑focused M.Tech specialisations, an M.S. by Research, and two‑year M.Sc. programmes.
EXCAVATION OF SITES BY ASI
The Ministry of Culture released data on Archaeological Survey of India (ASI) excavations. Over the last five years, ASI received 121 excavation permissions (24 in 2021‑22, 31 in 2022‑23, 19 in 2023, 22 in 2024 and 25 in 2025). Ongoing projects across 14 sites—including locations in Gujarat, Haryana, Karnataka, Odisha, Maharashtra, Uttar Pradesh, Bihar, Tamil Nadu, Telangana and others—have incurred expenditures ranging from Rs 20 lakh to Rs 2.16 crore as of the release date. The Union Minister for Culture and Tourism, Shri Gajendra Singh Shekhawat, affirmed that no court orders have affected the continuation or closure of any archaeological projects during this period. Samples from excavations are sent to institutions for scientific validation when required.
REPATRIATION OF ANTIQUITIES AND CULTURAL OBJECTS
The Ministry of Culture reported that thefts from Centrally Protected Monuments have been recorded in Annexure‑I, listing six cases between 2021 and 2024, of which three objects have been recovered and three remain unrecovered. To curb such thefts, the government has deployed regular watch‑and‑ward staff, private security guards and the Central Industrial Security Force at Monuments of National Importance, Sites and Museums, and issues FIRs and Look‑out Notices to law‑enforcement agencies and customs when thefts occur. Repatriation of stolen antiquities is carried out in coordination with the Ministry of External Affairs and Indian diplomatic missions, as reflected in Annexure‑II which documents the retrieval of 615 objects from countries including the USA, UK, Canada, Australia, Italy and Thailand up to 30 June 2026. FRAMEWORK FOR INDICES
The Ministry of Statistics & Programme Implementation (MoSPI) is the nodal ministry for monitoring the National Indicator Framework (NIF) for Sustainable Development Goals (SDGs). It compiles key macro‑economic indices such as Gross Domestic Product (GDP), the Consumer Price Index (CPI) and the Index of Industrial Production (IIP). MoSPI also conducts regular household surveys covering labour force, social consumption, health and education, generating data that feed into SDG indicators on health, education, gender equality and environmental sustainability. These statistics are used for evidence‑based policy formulation and to assess progress on citizens’ well‑being.
Preservation of Manuscript Books and Records Papers
The Ministry of Culture’s Gyan Bharatam portal lists 83,045 paper manuscripts, 5,772 palm‑leaf manuscripts, 3 birch‑bark manuscripts and no parchment manuscripts. Each manuscript pertains to a distinct historical period, and determining its exact age requires ongoing research and de‑codification. The figures were disclosed by Union Minister for Culture and Tourism Shri Gajendra Singh Shekhawat in a written reply to the Lok Sabha on 20 July 2026.
Union Minister Dr. Jitendra Singh Calls for Revisiting Pension Rules to Minimise Litigation and Strengthen Pensioners' Welfare
Union Minister of State for Personnel, Public Grievances & Pensions, Dr. Jitendra Singh, at the 2nd National Workshop on Pension Litigation, urged a comprehensive review of pension rules to align them with evolving social realities and reduce litigation. He launched a Compendium of Case Laws, a Pension Litigation flyer, and the Special Campaign 3.0 of the Department of Pension & Pensioners' Welfare. The Minister highlighted recent reforms extending pension benefits to separated daughters and revisiting family‑pension provisions to curb legal disputes. He emphasized the need for proactive, research‑driven policy revisions, improved grievance redressal, and a balanced digital‑human approach, noting a 20 % decline in litigation cases and the generation of 1.92 crore Digital Life Certificates.
PRESIDENT OF INDIA ADDRESSES INDIA-MOLDOVA BUSINESS FORUM
On 20 July 2026, President Droupadi Murmu addressed the India‑Moldova Business Forum in Chișinău, highlighting the warm bilateral relations since 1992 and the shared commitment to democratic values, peace and development. She noted India’s status as a fast‑growing major economy and Moldova’s strategic location and integration with European markets, underscoring opportunities for collaboration in digital technologies, AI, cyber‑security, fintech, digital public infrastructure, infrastructure development, renewable energy, advanced manufacturing, logistics, agriculture, food processing, pharmaceuticals, biotechnology and healthcare. The President invited Moldovan firms to explore trade and investment in India and encouraged Indian businesses to pursue projects in Moldova, especially in renewable energy such as solar, battery storage, smart grids and green hydrogen.
English rendering of PM’s remarks at the start of Monsoon Session 2026 of the Parliament
Prime Minister Narendra Modi opened the Monsoon Session 2026 by linking the onset of the monsoon with a productive parliamentary session, emphasizing national well‑being. URBAN FLOODING AND LANDSLIDES IN SEVERAL CITIES
The PIB release states that water and sanitation are State subjects and that urban flood management—including cleaning and desilting of drains—is the responsibility of State Governments and Urban Local Bodies (ULBs). The Ministry of Housing & Urban Affairs (MoHUA) supplements State efforts through advisory guidelines and financial/technical support, listing five specific documents such as the URDPFI Guidelines (2014) and the SOP for Urban Flooding. It also outlines the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) and AMRUT 2.0, providing figures for storm‑water drainage, green‑space, water‑body rejuvenation, and sewerage projects, together with their monetary outlays. The Minister of State, Shri Tokhan Sahu, gave a written reply in the Rajya Sabha.
MONITORING OF INFRASTRUCTURE PROJECT
The Ministry of Statistics & Programme Implementation (MoSPI) monitors all ongoing Central Sector infrastructure projects costing Rs 150 crore and above through the online portal PAIMANA (Project Assessment Infrastructure Monitoring and Analytics for Nation‑Building). Line ministries, departments and implementing agencies update project data on PAIMANA via APIs or manual entry. Project‑wise details are published in a Flash Report on the portal (https://paimana-proj.mospi.gov.in/ReportPage). The portal offers rich data analytics, customizable dashboards and output‑oriented reports for apex‑level monitoring. Reported causes of delays include land‑acquisition issues, forest/wildlife/environmental clearances, law‑and‑order problems, utility shifting and civil‑work delays. Monthly review meetings and shared login credentials enable regular stakeholder coordination and evidence‑based interventions.
FIRST MILE CONNECTIVITY AND COAL LOGISTICS INFRASTRUCTURE
The Ministry of Coal is executing 139 FMC projects with a total capacity of 1,319 MTPA to be completed by FY 2029‑30; 72 projects (≈589 MTPA) are already commissioned while 67 are in various stages of implementation. Rail infrastructure expansion includes 5 of 8 railway projects commissioned, with the remaining three slated for FY 2028, and 33 critical projects identified for future coal evacuation. An Integrated Coal Logistics Plan, coordinated with the Ministries of Railways, Power and Road & Transport & Ports, seeks to raise rail‑share of coal transport to 75 % by FY 2030, promote coastal shipping and inland waterways, and cut logistics costs. The plan also addresses bottlenecks such as inadequate rail capacity, clearance delays, operational constraints, road congestion, and limited alternate‑mode infrastructure, while mechanised handling has reduced loading times and improved wagon utilisation.
APEDA Facilitates First Export of 24 MT Frozen French Fries from Uttarakhand to Iraq
The Agricultural and Processed Food Products Export Development Authority (APEDA) facilitated the first export of 24 metric tonnes of frozen French fries from Kashipur, Uttarakhand, to Iraq, shipped by Virun Global Trade Pvt. Ltd. The export underscores India's growing processed vegetable sector, which in 2025‑26 recorded exports of USD 932.25 million (7,26,874.70 MT) and value‑added potato products of 277,108.51 MT worth USD 289.40 million. APEDA supported the exporter through participation in major trade fairs (SIAL, Gulfood, IndusFood, World Food India) and is collaborating with the Uttarakhand government on a State Agri Export Policy to address logistics costs and boost competitiveness.
TRAI Assesses Mobile Network Quality Across Bhopal City, Indore to Neemuch Highway and Bilaspur to Ambikapur Highway under MP LSA
TRAI released results of an Independent Drive Test (IDT) conducted in June 2026 across Bhopal city, the Indore‑Neemuch highway and the Bilaspur‑Ambikapur highway in Madhya Pradesh LSA. The drive test measured coverage gaps, dropped calls, call‑silence instances and data download/upload throughput for Airtel, BSNL, RJIL and VIL. Coverage gaps ranged from 0.5 % (Airtel in Bhopal) to 36 % (BSNL on the Bilaspur‑Ambikapur highway). Dropped‑call rates were highest for BSNL (up to 14 % on the Bilaspur‑Ambikapur route). Average download speeds varied from 10.68 Mbps (BSNL) to 291.53 Mbps (RJIL) and upload speeds from 4.99 Mbps (BSNL) to 34.92 Mbps (RJIL). The findings are published to inform consumers and prompt service‑provider improvements.
National Statistical Office under Ministry of Statistics and Programme Implementation has taken several measures to modernise official statistical system through greater use of digital technologies
The National Statistical Office (NSO) under MoSPI has introduced digital tools to modernise India’s official statistical system. Computer Assisted Personal Interviewing (CAPI) using handheld devices with validation checks, real‑time dashboards, GPS tagging and secure electronic transmission are now employed, automating sample selection, field monitoring and data processing. Administrative databases such as GSTN, Census 2011 village directory, and MCA are integrated into survey frames, enhancing sampling accuracy and timeliness. MoSPI has launched the Statistical Quality Assessment Framework (SQAF) and the National Metadata Structure (NMDS 2.0) to standardise quality and metadata. Public access is expanded via the Advance Release Calendar, eSankhyiki portal, revamped Microdata portal, AI‑enabled website and the GoIStat mobile app.
